
On July 29, the Department of Industry and Trade of Lam Dong province announced that it had issued a report on the implementation of adjustments to the planning of Lam Dong province and related planning. The report especially emphasized solutions to completely remove obstacles from the Prime Minister 's Decision 866.
Decision 866 issued on July 18, 2023 on planning for mineral exploration, exploitation, processing and use until 2030, with a vision to 2050. This planning is currently facing many shortcomings due to the overlap between bauxite planning areas and socio-economic development projects and civil works in the province.
Specifically, the Department of Industry and Trade of Lam Dong province is coordinating with relevant departments and branches to review and propose removing existing residential areas and areas without bauxite ore bodies from the planning, in order to create favorable conditions for projects and works to develop the province's socio -economy.
At the same time, areas overlapping with natural forest land, protective forests, religious works, national defense, security, health, education and transportation will also be proposed to be removed from the mineral planning.
This review aims to rebalance mineral reserves, while ensuring consistency between group I mineral planning and other sectoral and sectoral planning systems such as tourism, urban areas, and transportation and irrigation networks.
The Department of Industry and Trade has also proposed that the Lam Dong Provincial People's Committee request the Ministry of Industry and Trade and relevant ministries and branches to review and advise the Prime Minister to adjust the content of planning 866, completely resolve overlaps, and create conditions for sustainable development for the province.
In addition, Lam Dong province is also adjusting the VIII power planning in the area to update and ensure its suitability with new development conditions. These adjustments are all integrated into Lam Dong province's planning, aiming at the goal of sustainable development and resource balance.
Proposal to adjust the shortened planning sequence
In May 2025, the Ministry of Industry and Trade proposed that the Prime Minister allow the adjustment of mineral planning in a shortened order after many provinces and cities simultaneously reflected.
The Ministry of Industry and Trade also requested that provinces proactively review and update the boundaries of areas without ore, and coordinate with the Ministry of Agriculture and Environment to submit plans to remove them from the current planning. This will help shorten administrative processing time and return legal development space to localities.
The Ministry of Industry and Trade affirmed that this adjustment is a mandatory solution to unblock hundreds of stalled projects, while ensuring the goal of sustainable development of national resources and the legitimate rights of the people.
