Proposal not to discipline party members who have a third child

The Ministry of Health is submitting to competent authorities for approval a policy to abolish regulations on handling violations of population policies that are no longer appropriate, first of all abolishing the handling of violations of regulations on the number of children.


Speaking to the press, Mr. Le Thanh Dung, Director of the Department of Population, Ministry of Health, said that the Ministry of Health is reviewing population policies, at the same time developing a report on the current situation and trends of birth rates in Vietnam and proposing policies in the draft Law on Population.

In particular, there is a policy on maintaining replacement fertility to firmly maintain replacement fertility nationwide, especially in the context of the fertility rate in our country having a continuous downward trend in recent years.

Mr. Le Thanh Dung said that this proposal is just one of many solutions to maintain the replacement fertility rate nationwide, avoiding further decline in fertility.

Specifically, the basic policy groups built in the draft Population Law include: maintaining replacement fertility; reducing gender imbalance at birth and bringing the sex ratio at birth back to natural balance; adapting to population aging and aging population; rational population distribution; improving population health; and integrating population factors into socio -economic development plans.

With the policy of maintaining replacement fertility, it is built in the direction of: The Government stipulates specific support measures and policies suitable for each period and the economic and social development conditions of the country;

People's Committees of provinces and centrally run cities shall submit to competent authorities or promulgate under their authority policies and solutions to support and encourage the maintenance of replacement fertility in the locality, in accordance with the socio-economic development conditions of the locality; giving priority to policy beneficiaries, ethnic minority areas, disadvantaged areas, border areas, and islands.

Regulates the rights of couples and individuals in giving birth, the time of giving birth, the number of children and the interval between births; and at the same time regulates the obligations of each couple and individual in giving birth.

"For a long time, the disciplinary regulation on having a third child has not been applied to the people. For party members who have a third child, the Ministry of Health is proposing that the competent authority issue a document to abolish or suspend the validity of the regulation on the number of children of Decree No. 08/2008/PL-UBTVQH12 amending Article 10 of Decree No. 06/2023/PL-UBTVQH1, amending Instruction No. 05-HD/UBKTTW dated November 22, 2022 guiding the implementation of a number of articles in Regulation No. 69-QD/TW in the direction of not taking disciplinary action for cases of giving birth to 3 or more children," said Mr. Dung.

According to the Ministry of Health, there are a number of reasons for the declining birth rate in recent years: improved living conditions, increasing education, the need to develop one's own career, especially women of childbearing age, looking for better jobs to have higher income and better quality of life.

At the same time, enjoying life and the fruits of development more has had an impact on slowing down and delaying marriage, the need to have children, the time to have children, and having enough 2 children for young people and couples.

Furthermore, the economic pressure on a young family such as living expenses, costs of renting or buying a house, costs of raising and educating children from birth to adulthood are increasingly high, causing many young couples to consider and choose to have children later, have fewer children or not have children at all...

When the birth rate is low, it will cause many consequences, including: labor shortage, population decline, accelerated population aging, increased migration flows (due to low birth rate, labor shortage affects migration policies, increasing migration flows, attracting immigrant workers)...
