Opening of the 3rd session of the 10th People's Council, term 2021-2026

On August 28, the 10th term People's Council of Ho Chi Minh City, term 2021-2025, held its 3rd session (special session).

Attending the meeting were comrades: Nguyen Van Duoc, member of the Party Central Committee, Chairman of the Ho Chi Minh City People's Committee; Dang Minh Thong, Deputy Secretary of the City Party Committee; Nguyen Thi Le, former Deputy Secretary of the City Party Committee, former Chairman of the Ho Chi Minh City People's Council; Nguyen Van Loc, former Deputy Secretary of the Provincial Party Committee, former Chairman of the Binh Duong Provincial People's Council (formerly); Truong Thi Bich Hanh, member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City.

The meeting was chaired by comrades: Vo Van Minh, Deputy Secretary of the City Party Committee, Chairman of the People's Council of Ho Chi Minh City; Pham Thanh Kien, Member of the Standing Committee of the City Party Committee, Vice Chairman of the People's Council of Ho Chi Minh City; Tran Van Tuan, Member of the Standing Committee of the City Party Committee, Vice Chairman of the People's Council of Ho Chi Minh City; Huynh Thanh Nhan, Vice Chairman of the People's Council of Ho Chi Minh City; Nguyen Truong Nhat Phuong, Vice Chairman of the People's Council of Ho Chi Minh City.

Speaking at the opening of the session, Chairman of the Ho Chi Minh City People's Council Vo Van Minh emphasized that in the first 8 months of 2025, although there were still many difficulties and challenges, thanks to the close leadership of the Standing Committee of the City Party Committee and the Party Executive Committee; the companionship of the City People's Council; the drastic direction and management of the City People's Committee, together with the efforts of all levels, sectors and people of the City, the socio -economic situation in the area has achieved many positive results. The economy continued to grow, the service, trade, industry, import and export sectors made steady progress; national defense and security were maintained; the material and spiritual life of the majority of people continued to improve and constantly improve.

However, in practice, there are still problems with mechanisms and policies; the two-level government apparatus needs to continue to be improved to operate smoothly, effectively, efficiently and effectively, in order to better meet the development requirements and legitimate aspirations of the people and businesses.

“This meeting is very important to remove “bottlenecks” and decide on major issues serving the direction and administration of the City government,” emphasized comrade Vo Van Minh.

At the meeting, the City People's Council will consider 34 Resolutions, including legal Resolutions and individual Resolutions in the fields of economy, budget, urban, culture - society and law. These are very important Resolutions to contribute to the completion of the socio-economic development goals in 2025 and create a foundation for the successful implementation of the Resolution of the City Party Congress as well as the 5-year socio-economic development plan (2021-2025).

Chairman of the Ho Chi Minh City People's Council Vo Van Minh asked the delegates to promote the highest sense of responsibility, focus on research, careful consideration, democratic discussion, and express clear viewpoints so that the resolutions passed ensure quality, are suitable to the practical situation, and have high feasibility.
