Proposal to sign a contract with a suspended sentence inspector

According to the Hanoi Department of Transport, currently, in the city, there are 29/32 motor vehicle inspection centers operating with 53/62 inspection lines in operation, serving about 76,320 vehicles/month.

As of September 2024, there were 211 inspectors operating 53 inspection lines. Of these, 113 inspectors were prosecuted, some were given suspended sentences by the Court (accounting for 53%), and were released on bail and have been actively supporting motor vehicle inspection activities.

According to the City Police, 27 operating centers will have to stop operating due to lack of human resources. This also means that the whole city will only have 2 operating inspection centers with 4 inspection lines (Center 2908D has 3 lines, Center 2933D has 01 line).

From here, this agency requests the Department of Home Affairs to recommend and report to the competent authority to consider allowing the inspectors who have been sentenced to suspension to continue signing fixed-term labor contracts to work at the Hanoi Motor Vehicle Inspection Center until enough replacement inspectors are recruited.

The Hanoi Department of Transport also confirmed that the negative phenomena discovered by the investigation agency in the recent past have not recurred.

It is forecasted that in the coming time, with the increasing number of inspected vehicles, the number of inspectors prosecuting and sentencing will be very large, while the inspection industry is a specialized industry.

To have a working inspector requires a long training time so it cannot be obtained immediately in a short period of time (6 years for inspectors and 9 years for those authorized to sign the Certificate of technical safety inspection and environmental protection from the time of training at university.

According to the Vietnam Register, neighboring localities such as Bac Kan, Bac Giang , Bac Ninh, Ha Giang, Ha Nam, Hai Duong, Hoa Binh, Hung Yen also face difficulties like Hanoi. Therefore, if the above conditions are not created, it will easily lead to impacts and congestion in vehicle registration for people in Hanoi.
