Accordingly, the project aims to strive by 2025 for the following localities: Hanoi, Quang Ninh, Hai Phong, Thua Thien-Hue, Da Nang, Khanh Hoa, Hoi An (Quang Nam), Da Lat (Lam Dong), Can Tho, Phu Quoc ( Kien Giang ), Ba Ria-Vung Tau, Ho Chi Minh City to have at least one model for developing night tourism products. Particularly, the destinations of Hanoi, Ho Chi Minh City, Da Nang will form separate night entertainment complexes. Increase the average length of stay of tourists in the project implementation areas to at least one night.

By 2030, expand the formation of separate night entertainment complexes in major tourist centers such as: Quang Ninh, Hai Phong, Thua Thien-Hue, Hoi An ( Quang Nam ), Nha Trang (Khanh Hoa), Da Lat (Lam Dong), Can Tho, Phu Quoc (Kien Giang), Ba Ria-Vung Tau. From there, form a brand of Vietnam's night tourism products.
The project proposes many solutions for implementation, including proposals on working hours. Specifically, based on legal regulations and policies on night-time economic development and actual conditions, research and consider proposals to adjust regulations on service provision hours, allowing the organization of night-time service activities until 6:00 a.m. the following morning (current regulations are 2:00 a.m.).
The night tourism product development models mentioned in the project include: Cultural and artistic performance models; sports, health care and beauty models; night shopping and entertainment models; night tourism and sightseeing models; and models introducing culinary culture and night food services.
The project also sets out solutions to encourage shopping centers, restaurants, museums, relics, etc. to open their doors to serve tourists at night. At the same time, it encourages public transport businesses, road and waterway tourism transport to upgrade their equipment according to regulations to meet the requirements of extending service hours at night.
In the Decision, units under the Ministry of Culture, Sports and Tourism are assigned specific tasks according to their functions and duties. For example, the Vietnam National Administration of Tourism is assigned to be the focal point for synthesizing and coordinating with units under the ministry and ministries, branches and localities to research, review, recommend and propose competent authorities to adjust, supplement and promulgate mechanisms, policies, management documents, remove difficulties and encourage the development of night tourism products. At the same time, coordinate with units to develop and implement programs to develop night tourism products at regional and national levels; develop and implement communication campaigns, promote night tourism products towards target markets of Vietnam tourism...
Localities in the project review and proactively select tourism product development models to develop night tourism product development plans that are suitable to the advantages and practical conditions of the locality, in line with the national night tourism product development orientation and the needs of tourists. From there, pedestrian streets, food streets, night markets or large-scale, high-class shopping, sports and entertainment centers will be formed.
