New proposal on income of social housing buyers

(QNgTV)- The Ministry of Construction has proposed raising the income threshold to buy social housing. For individuals, the income threshold will be 20 million VND/month. For households, it will be 40 million VND/month.

The Ministry of Construction has just issued a draft Decree to replace Decree 100/2024/ND-CP on social housing. Accordingly, the Ministry of Construction proposes to amend regulations on income conditions to enjoy social housing policies.

Subjects include: Low-income earners in urban areas; workers and laborers working at enterprises, cooperatives, and cooperative unions inside and outside industrial parks; cadres, civil servants, and public employees according to the provisions of law on cadres, civil servants, and public employees.

Accordingly, these subjects must ensure the following income conditions: In case the applicant is unmarried or divorced but not remarried or confirmed as single, the income must not exceed 20 million VND/month.

In case the applicant is married according to the law, the applicant and his/her spouse must not exceed 40 million VND/month.

In case of being unmarried or divorced but not remarried or confirmed as single and raising children under the age of majority with an income of no more than 30 million VND/month.

The time for determining income conditions is within 12 consecutive months, calculated from the time the subject specified in this clause submits a valid application to the investor to register to buy or lease-purchase social housing.

In case the subject does not have a labor contract, he/she must ensure the income conditions according to regulations and be confirmed by the Commune-level Police Department of the place of permanent/temporary residence or current residence.

The Ministry of Construction also proposed to revise the interest rate for loans to buy social housing through the Policy Bank to 5.4%/year (instead of the current 6.6%/year).
