Striving to maintain agricultural growth

Forecasting that the decrease in lychee output and the mass death of caged fish due to low oxygen levels and high concentrations of toxic gases will affect agricultural production growth in the second quarter, some delegates suggested that the agricultural sector have specific solutions to maintain growth, focusing on improving the efficiency of preservation, processing, and distribution of agricultural products in the province.

Some delegates suggested that the province speed up the procedures for assessing communes that meet the standards of advanced and model new rural areas. Some delegates suggested that the province continue to have support mechanisms for people in building new rural areas, such as supporting cement for localities in the past to create motivation in building model new rural areas and advanced new rural areas.

Prioritize feasible projects

Regarding the implementation of the provincial planning, some delegates suggested reviewing all project works, prioritizing feasible projects with capital, progress commitments, and time to resolve; at the same time, assigning them to leaders, with coordination between levels and sectors for implementation.

Clarifying responsibilities related to pollution of Bac Hung Hai system

The issue of resource management and environmental protection was discussed by many delegates. Some delegates suggested focusing on handling the problem of land being left fallow, encroachment on public land, and cleaning up land data. Many delegates suggested resolving violations that had existed in the past such as land, violations of irrigation works, and violations of wharfs. Speeding up the progress of exploiting material sources in the province to be more proactive in material sources for projects. Speeding up the progress of attracting investment in centralized waste treatment plants.

Some delegates assessed that the pollution of the Bac Hung Hai river system is affecting the daily life of people and irrigation water for agricultural production in localities in Thanh Mien, Binh Giang, Ninh Giang, Tu Ky... Delegates suggested that the entire political system get involved; review the tasks assigned by the Prime Minister to what extent they have been completed, assign the Provincial Police or the Provincial People's Committee to report the situation weekly or monthly, clarify the responsibilities of relevant localities and units.

Regarding the implementation of the arrangement of commune-level administrative units in the 2023-2025 period, some delegates proposed to maintain the school model (preschool, primary school, secondary school) during this period because the current demand for children to go to school is increasing, and the merger will more or less affect the investment in school facilities.

Some delegates suggested that the province have solutions to direct and guide localities in merging schools in accordance with reality, creating stability and favorable conditions for people and ensuring the quality of education.

Delegates also proposed solutions to address related issues when implementing the arrangement of commune-level administrative units. These include supplementing support funds for those who have to retire early due to the merger; overcoming the shortage of commune-level staff; not changing the purpose of using surplus headquarters; paying attention to medical facilities; completely resolving outstanding debts in basic construction for merged localities...
