The Ministry of Transport (MOT) has just issued a document seeking the opinion of the Ministry of Justice on the proposal for the Government to issue regulations on the form of pricing for motor vehicle inspection services in the direction of the State setting a maximum price. After the ceiling price is set, the specific price for inspection services will be decided and announced by the inspection centers themselves, provided that it does not exceed the ceiling issued by the State.

The Ministry of Transport cited a report from the Department of Registration showing that there are currently 281 registration centers nationwide belonging to many economic sectors. Of these, 192 registration centers were established by private individuals and operate under the business model (accounting for more than 68% of the total number of registration centers in operation).

With Decree 30/2023/ND-CP coming into effect, the business conditions for motor vehicle inspection services have been expanded, the number of private inspection centers will continue to increase with the participation of genuine car warranty and maintenance centers. At that time, the provision of motor vehicle inspection services will continue to have greater competition in terms of service and price.

Depending on each region, there will be different costs that make up the price of inspection services (such as land rent, labor, equipment, management, market demand, etc.). Therefore, the Department of Registration believes that the State should not regulate fixed prices for inspection services, due to the above differences.

The Ministry of Transport believes that the proposal to change the mechanism from the State setting fixed prices to the State setting maximum prices for motor vehicle inspection services is suitable for reality, creating conditions for businesses to proactively decide on specific prices and access the market. At the same time, the above proposal is also consistent with the provisions of the amended Law on Prices passed by the National Assembly on June 19, 2023, which stipulates that the price of motor vehicle inspection services is on the list of goods and services with maximum prices set by the State.

In addition, in Decree No. 30/2023/ND-CP, the Government has assigned the authority to regulate the price of motor vehicle inspection services to the Ministry of Transport on the basis of agreement with the Ministry of Finance. However, this Decree has not yet adjusted the form of state-determined maximum price or specific price for motor vehicle inspection services.

The Ministry of Transport requested the Ministry of Justice to comment on the Government's proposal to issue regulations on the form of pricing for motor vehicle inspection services in the direction of the State setting maximum prices, as a basis for the Ministry of Transport to implement immediately while the amended Law on Prices has not yet taken effect (from July 1, 2024).

According to current regulations, vehicle inspection service prices are issued by the State and applied nationwide.

Recently, the Department of Vehicle Registration has sent a document requesting the Ministry of Transport to increase the price of technical safety and environmental protection inspection services for motor vehicles in circulation, with the new price increasing by 26 - 28% compared to the current price.

Specifically, cars with less than 10 seats are 320,000 VND/inspection (an increase of 70,000 VND/inspection compared to current); cars with 10-24 seats and trucks under 2 tons are 370,000 VND/inspection (an increase of 80,000 VND); cars with 25-40 seats, trucks from 2-7 tons are 420,000 VND/inspection (an increase of 90,000 VND); cars with more than 40 seats, buses, trucks from 7-20 tons, tractors under 2 tons are 460,000 VND/inspection (an increase of 100,000 VND); tractors, 4-wheeled motorized cargo vehicles are 240,000 VND/inspection; trucks and tractors over 20 tons are 730,000 VND/inspection (an increase of 160,000 VND).

The above inspection service price does not include the fee for issuing inspection certificates. This fee is currently applied to all vehicles at 50,000 VND/time, and for cars with less than 10 seats, it is 100,000 VND/time.
