Attending the groundbreaking ceremony were Deputy Minister of Construction Pham Minh Ha. On behalf of Dong Thap province, there was Chairman of the Provincial People's Committee Tran Tri Quang.
According to the Ministry of Construction, the Project was approved by the Prime Minister and approved for adjustment of investment policy in Decision No. 2203/QD-TTg dated December 27, 2021 and Decision No. 1730/QD-TTg dated December 29, 2023. On that basis, the Ministry of Transport (now the Ministry of Construction) approved the Project in Decision No. 63/QD-BGTVT dated January 19, 2024.
The project is part of the North-South Expressway in the West with a length of about 26.6 km. In phase 1, the project was invested in a 4-lane scale. The total investment is 6,128 billion VND, using ODA loans from the Korean Government through the Economic Development Cooperation Fund (EDCF) and counterpart capital from the Vietnamese Government, with My Thuan Project Management Board as the investor.
The project implementation period is expected to be 3 years (2025 - 2028). The project starts at the N2 route in Doc Binh Kieu commune; the end point is at An Binh intersection (Cao Lanh bridgehead), My Tra ward, Dong Thap province.

The project has 1 construction package, the winning bidder is the Dongbu (Korea) - VNCN E&C Joint Venture. The total contract implementation time is 36 months. In particular, the section from the intersection with Cao Lanh - An Huu Expressway (Km22+829) to An Binh intersection (Km26+560) will take 24 months to complete. Up to now, the locality has handed over 95% of the site to the project.
The completed investment project will contribute to gradually completing the North-South Expressway in the West, improving the transport capacity of the Mekong Delta region. The project also creates convenient traffic connections between the provinces of the Southeast and Southwest, shortening travel time, reducing freight transport costs, expanding trade, contributing to the goal of completing 5,000 km of expressway by 2030.
Speaking at the groundbreaking ceremony, Chairman of Dong Thap Provincial People's Committee Tran Tri Quang said that the project belongs to the Socio-Economic Recovery and Development Program. This is an important route in the transportation network of Dong Thap province in particular and the Mekong Delta in general. The route contributes to the formation of inter-regional strategic traffic infrastructure, serving the goals of socio-economic development, security and defense of the whole region.
Comrade Tran Tri Quang requested the relevant provincial departments, branches and localities where the project passes through, together with all the people in the project area, to create the most favorable conditions for the investor and the construction contractor. At the same time, closely coordinate with the investor, design consultants, supervision consultants, and construction contractors to implement the project to ensure labor safety, quality, and progress.

Also at the groundbreaking ceremony, Deputy Minister of Construction Pham Minh Ha, on behalf of the Ministry of Construction, thanked Dong Thap province for its attention and strong direction in site clearance and approval of mining licenses. At the same time, he acknowledged and commended the efforts of the Vietnam Road Administration, My Thuan Project Management Board, consultants and contractors.
Especially, we would like to thank the households in the project area and those affected by the project for always supporting the government's policies and guidelines in site clearance and land concession for the project. This is a key factor in helping the project to be implemented on schedule, ensuring quality and investment efficiency.
Deputy Minister of Construction Pham Minh Ha also expressed his sincere thanks to the Economic Development Cooperation Fund - EDCF, the Government of Korea for funding the Project and for their close and effective cooperation throughout the implementation of the Project. Vietnam always appreciates and continues to closely manage and effectively use the capital that other countries and partners have and are funding.
