At the same time, remove bottlenecks and bottlenecks to implement 3 strategic breakthroughs in transport infrastructure: highways, railways, coastal roads; as well as the "Strategic Quad" resolutions to guide socio-economic development, innovation, international integration...

With the key and specific tasks set out as follows: Industrial growth in the last 6 months of the year reached 7.5%, the whole year reached 4.93%; of which 22 main products have an impact on economic growth; electricity production reached more than 41 billion kWh; promoting investment in technical infrastructure of industrial zones and clusters, attracting secondary investment, increasing the occupancy rate of industrial zones and clusters. Strive for the total number of tourists through accommodation registration in 2025 to reach over 18 million; promote the export of goods, strive for the total retail sales of goods and services in 2025 to reach 250 trillion VND; export turnover in 2025 to reach over 3 billion USD. Continue to focus on effectively implementing agricultural, forestry and fishery programs and projects; strive for growth in the last 6 months of the year to reach 5.57% and the whole year of 2025 to reach 5.44%.

Regarding public investment, strive to disburse over 95% of the assigned plan by January 31, 2026. Review and promote investment attraction, remove difficulties and obstacles to implement domestic and foreign projects; strive to mobilize total social investment to increase by 11-12% over the same period. Implement measures to increase budget revenue, expand revenue sources, prevent revenue loss, strive to collect state budget revenue in 2025 to reach VND 28,250 billion, strive to increase revenue by 20% compared to the estimate assigned by the Prime Minister. In addition, continue to complete the arrangement of administrative units and specialized agencies according to regulations; soon stabilize operations, effectiveness and efficiency, and avoid interruption in the implementation of tasks. Promote the application of science and technology, digital transformation; Strengthen solutions to improve the investment and business environment, focus on supporting and developing the private economy, administrative reform... In particular, ensure security and order, border security, avoid passivity and surprise.

In the social field, 9 doctors/10,000 people; 25.4 hospital beds/10,000 people; The rate of universal health insurance reached 95%; the rate of public schools meeting national standards reached 70%.
