
Proposal to shorten the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term
On the morning of May 12, continuing the program of the 9th Session, the National Assembly listened to the Report on shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; Report on the national election day for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
Presenting the Proposal on shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, Vice Chairwoman of the National Assembly Nguyen Thi Thanh stated that Article 71 of the Constitution of the Socialist Republic of Vietnam stipulates: "The term of each National Assembly is 5 years... In special cases, if at least two-thirds of the total number of National Assembly deputies vote in favor, the National Assembly shall decide to shorten or extend its term at the proposal of the National Assembly Standing Committee".
Article 2 of the Law on Organization of the National Assembly stipulates: "The term of each National Assembly is 5 years, from the opening date of the first session of the National Assembly of that term to the opening date of the first session of the National Assembly of the next term;... The National Assembly decides to shorten or extend its term at the proposal of the National Assembly Standing Committee...".
Article 5 of the Law on Organization of Local Government stipulates: “The term of each People's Council is 5 years from the opening date of the first session of the People's Council of that term to the opening date of the first session of the People's Council of the next term... The shortening or extension of the term of the People's Council shall be decided by the National Assembly upon the proposal of the National Assembly Standing Committee”.
The 15th National Assembly and People's Councils at all levels for the 2021-2026 term were elected on Sunday, May 23, 2021; the first session of the National Assembly opened on July 20, 2021, and People's Councils at all levels also opened around this time. According to the provisions of the above law, the 15th National Assembly and People's Councils at all levels for the 2021-2026 term will end their term on July 20, 2026, and the 16th National Assembly and People's Councils at all levels for the 2026-2031 term must be elected no later than May 24, 2026.
However, based on the Party's policies and practical requirements, it is necessary to shorten the time between the National Party Congress and the first session of the National Assembly and the People's Council of the new term to promptly complete high-level personnel, assign new-term Party Committee members to ensure consistency, comprehensiveness, continuous stability, and connection of key cadres in Party, State, Government, Fatherland Front, and socio- political organizations. At the same time, Party Committees at all levels of the new term promptly implement the Resolution of the 14th National Party Congress and Party Congresses at all levels.

Based on the provisions of the Constitution and laws, in order to implement Resolution No. 60-NQ/TW dated April 12, 2025 of the 11th Conference of the 13th Party Central Committee, after careful, thorough and comprehensive consideration, the Standing Committee of the National Assembly found that: The election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term scheduled to be held on Sunday, March 15, 2026 is in line with practical requirements. Therefore, shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term is necessary.
To shorten the term of the National Assembly and People's Councils with the above-mentioned goal, but still have enough time to carry out procedures and processes in the election work, the National Assembly Standing Committee proposed that the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term be shortened by 3 months, ending in early April 2026 (instead of July 2026).
Proposed national election date is March 15, 2026
Along with the proposal to shorten the term, Vice Chairwoman of the National Assembly Nguyen Thi Thanh presented a report on deciding the election date for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
Accordingly, pursuant to the Constitution of the Socialist Republic of Vietnam; pursuant to Resolution No. 60-NQ/TW dated April 12, 2025 of the 11th Conference of the 13th Party Central Committee; pursuant to the Law on Election of Deputies to the National Assembly and People's Councils, Articles 4 and 5 stipulate: "The National Assembly decides on the National Election Day for the election of deputies to the National Assembly and People's Councils at all levels", "The election day must be a Sunday and be announced at least 115 days before the election day".
Based on the opinions of competent authorities and on the summary of recent elections, the National Assembly Standing Committee submits to the National Assembly the election date for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term as Sunday, March 15, 2026./.
