Thanh Hoa plans to invest 354 billion VND in the 2025-2027 period to preserve and restore the World Cultural Heritage items of the Ho Dynasty Citadel, contributing to preserving historical values ​​and promoting sustainable tourism.

With the goal of firmly preserving and promoting the outstanding global value of the Ho Dynasty Citadel World Cultural Heritage, serving tourism and socio- economic development, as well as gradually turning the Heritage into a key national and regional tourist attraction, Thanh Hoa province will spend 354 billion VND to preserve, renovate, restore and embellish the Ho Dynasty Citadel World Cultural Heritage (phase 1).

Accordingly, Thanh Hoa has approved the project to preserve, renovate, restore and embellish a number of construction items in the inner citadel area of ​​the World Cultural Heritage Ho Dynasty Citadel, divided into 2 phases.

Phase 1 from 2025-2027 will carry out items such as: Hoang Nguyen Palace archaeological exhibition area; restoration and rehabilitation of the Southern Moat (including the Citadel); restoration and rehabilitation of the Royal Road; Restoration and waterproofing of the South Gate; construction of internal traffic roads; landscape trees, lighting and technical infrastructure...

The province will renovate and restore the entire Southern Citadel with a length of 1,448m, following the correct scale and direction of the original Citadel. The Southern Citadel will also be restored and extended with the starting point located at the Southeast corner of the citadel (belonging to the East Citadel moat, adjacent to the project ditch) and the ending point located at the Southwest corner of the citadel (belonging to the West Citadel moat, adjacent to the project boundary). The Southern Citadel will have a bottom width of 47.9m, and an upper width of 55m...

The Royal Road in the inner city of the Ho Dynasty Citadel World Heritage is located in the middle of the Capital on the North-South axis in the master plan of the ancient capitals of the East. The remaining traces of the Royal Road in the inner city of the Ho Dynasty Citadel Heritage are very clear, paved with green stone and paved with slate, located in the middle of the South gate of the Ho Dynasty Citadel, facing North-South, connecting directly to the South to the Nam Giao relic connecting to the North of the road leading to the inner city center.

Archaeological excavations have clarified the stratigraphy from the current road to the traces of the foundation and bed of the Ho Dynasty road, consisting of three main layers corresponding to the three stages of the road, in which the top layer is the traces of the current National Highway 217 running through the main axis of the Ho Dynasty Citadel; The second layer (middle layer) is the traces of the French colonial road built in 1937; The third layer is the reinforced layer of the Royal Road foundation, but the excavation pits in area B all show that the road was destroyed by the excavation of the road in 1937, only the reinforced layer of the Royal Road foundation during the Ho Dynasty is a layer of yellow clay mixed with red clay compacted to create a flat surface for the road and the courtyard between the structures.

Along the Royal Road, scientists have discovered many important architectural vestiges of the capital. On the Royal Road axis in areas A and B, dozens of large architectural vestiges of the ancient capital have appeared.

In phase 2 from 2027-2028, the following items will be implemented: restoration and embellishment of Dong Thai Mieu; embellishment of Tay Thai Mieu, Nam Thanh bridge...

The People's Committee of Thanh Hoa province also assigned the Department of Culture, Sports and Tourism (investor) to be responsible for organizing implementation in accordance with the provisions of law on investment in construction of works and cultural heritage, ensuring quality and completion of the project. At the same time, requested the People's Committee of Tay Do commune to organize the implementation of site clearance and resettlement work in the commune's management area according to regulations.

Regarding the project to preserve, renovate, restore and embellish a number of items in the inner area of ​​the Ho Dynasty Citadel World Cultural Heritage, the Ministry of Culture, Sports and Tourism also requested that after completing the project, the People's Committee of Thanh Hoa province send a document to the Vietnam National Commission for UNESCO.

This agency will complete the procedures and send an official note to the World Heritage Center, along with project documents and related documents in English. This is a necessary process to ensure transparency and compliance with Vietnam's international commitments to UNESCO-listed heritages.

Mr. Nguyen Van Long, Deputy Director of the Ho Dynasty Citadel Heritage Conservation Center, affirmed: Over time and historical changes, many items in the Citadel have now degraded, therefore, Thanh Hoa province's implementation of the phase 1 conservation project is not only an urgent task to preserve the heritage, but also contributes to affirming the commitment of Thanh Hoa in particular, and Vietnam in general, in preserving and promoting the cultural values ​​of humanity. After completion, the restoration and renovation items will not only restore the appearance of the heritage, but also create a premise for sustainable tourism development, making Ho Dynasty Citadel an attractive cultural-historical destination at home and abroad.

Built in the 14th century, the Ho Dynasty Citadel bears the unique mark of the technique of building a citadel with large stones, rarely seen in the history of Vietnamese and world architecture. In 2011, the Ho Dynasty Citadel was recognized by UNESCO as a World Cultural Heritage site thanks to its outstanding values ​​in architecture, planning and history.
