The project will be implemented from 2025-2030. The project is divided into 2 investment phases and 3 component projects, including:
Phase 1 from 2025-2030, is divided into 1 component project, including the following items: Investment in construction of 8 inland waterway wharves; auxiliary works serving the operations of the wharves such as access roads, parking lots, waiting houses, ticket inspection houses... within the range from Thuan Phuoc bridge to Tien Son bridge; landscape parks, works on the land behind the corresponding wharves; purchase of boats to serve waterway tourism activities; demonstration of lighting effects, art shows.

Phase 2 from 2028-2031 is divided into 2 component projects. Component project 2 includes the following items: Investment in the construction of 8 inland waterway wharves along Vinh Dien River, Co Co River and auxiliary works serving the wharves' operations such as access roads, parking lots, waiting rooms, ticket offices; landscape parks, works on the land behind the respective wharves; purchase of boats to serve waterway tourism activities.
Component project 3 includes the following items: investment in the construction of 4 inland waterway wharves along Cam Le river and auxiliary works serving the wharves' operations such as access roads, parking lots, waiting houses, ticket inspection houses; waiting house parks, ticket inspection houses; landscape parks, works on the land behind the respective wharves; purchase of boats to serve waterway tourism activities.
The project's operating period is 50 years, calculated from the date the investor is decided to allocate land and lease land to implement phase 1 of the project.
Previously, Da Nang city approved the investment policy of this project in Decision No. 2334/QD-UBND dated June 28, 2025.
Da Nang City hopes that this project will awaken the potential of inland waterway tourism in Da Nang.
In addition to the main goal of serving inland waterway tourism, the system of ports and inland waterway wharves is also a place to pick up and drop off passengers, moor boats... serving public transport by waterway, reducing pressure on road traffic, and diversifying passenger transport methods.
