Online public services, improving service quality for the people

After the arrangement and merger of administrative units, localities have promoted the provision of online public services with instructions for people to use the services to facilitate citizens in the process of handling administrative procedures when the 2-level government model comes into operation.

According to Deputy Director of the Department of Science and Technology Nguyen Xuan Kiem, implementing the policy of streamlining the apparatus, after the merger, most communes have large areas and large populations, and at the same time, when the district-level activities end, the number of administrative procedures resolved at the commune level increases. Therefore, promoting the provision of online public services and guiding people to use services is an effective solution in managing and serving people and businesses, contributing to building a digital government and promoting the digital transformation process.

With the motto "Taking people as the center of service", immediately after coming into operation after the arrangement, merger and organization of 2-level local government, communes in the province urgently improved their organizational apparatus, ensuring conditions to resolve administrative procedures for people quickly, accurately, and serve people and businesses well. In the context of newly expanded areas and increased workload, localities focused on resolving administrative procedures in the electronic environment, bringing online public services closer to people. The information technology infrastructure system and data interconnection software were upgraded and synchronized, ensuring transparent and timely reception, resolution and return of results.

Along with that, localities prioritize allocating resources to invest in and equip public administrative service centers that are spacious and have synchronous facilities and equipment. When people and businesses come to the commune to resolve administrative procedures, officials and civil servants will guide them to submit documents online, look up public service information, use smartphones, apply online public services, and make cashless payments. Promoting propaganda and guidance on the use of online public services contributes to the implementation of the "Digital Education for the People" movement, helping people access public services conveniently, transparently, and save time and costs.

Thanks to the promotion and guidance of people using online public services, many people in Hoa Dien commune clearly understand the benefits of online public services and can submit their applications online when they need to resolve administrative procedures. The results of the settlement of people's applications and administrative procedures are sent home via the convenient public postal service, saving time and effort in traveling. Mr. Nguyen Minh Hoang, residing in Hoa Dien commune, shared: "I went to the Hoa Dien Commune Public Administration Service Center to confirm my place of residence to complete my job application. I was instructed by the commune officials on how to use online public services to resolve administrative procedures, so I was able to do it quickly. I find using online public services easy and convenient. People living far away can resolve administrative procedures without having to go to the commune."

Continuing to promote the application of information technology, providing online public services, digitizing records and data, and taking the satisfaction of people and businesses as a measure of service are factors that many leaders of the Commune People's Committee mentioned when asked about solutions to improve the quality of handling administrative procedures and serving the people.

It can be said that, right from the beginning of the operation of the 2-level government model, localities in the province have shown great determination in building a modern, professional, and service-oriented administration. That is the key factor for the new government apparatus to operate effectively, strengthen people's trust in the leadership of the Party and the management of the State, contributing to the successful implementation of political tasks and socio-economic development goals in the new period.

According to the province's policy, it is expected that by September 30, 2025, all officials and civil servants at the commune and provincial levels will have to process work documents online and use digital signatures to resolve work. This is considered the key to improving the effectiveness of management, administration, direction, and better serving people, organizations, and businesses.

Online public services are public administrative services and other services of State agencies provided to organizations and individuals on the network environment.
