Binh Dinh province plans for the starting point of the Quy Nhon - Pleiku expressway to intersect with the coastal road DT.639, aiming to connect with the Phu My industrial zone and seaport in the future. This plan will soon be submitted to the Ministry of Transport .

Binh Dinh province plans for the starting point of the Quy Nhon - Pleiku expressway to intersect with the coastal road DT.639, aiming to connect with the future Phu My industrial zone and seaport. This plan will soon be submitted to the Ministry of Transport.

The Chairman of the People's Committee of Binh Dinh province has approved the proposed adjustment to the route and investment scale of the Quy Nhon - Pleiku Expressway Project, extending it to the Phu My Industrial Zone and Port. He has assigned the Provincial Transport Project Management Board to urgently advise and propose to the Provincial People's Committee to report to the Ministry of Transport to update the adjusted and supplementary contents into the project.

Accordingly, within Binh Dinh province, the starting point intersects with the coastal road DT.639 (at approximately Km 49+282), in My Tho commune, Phu My district; the end point is the planned location for the An Khe tunnel, the administrative boundary between Binh Dinh province and Gia Lai province.

The length of the route within Binh Dinh province is approximately 69.3 km, of which about 30 km utilizes the Eastern North-South Expressway (CT01).

Specifically, section 01 is approximately 16 km long, starting from the point and heading west towards the Eastern North-South Expressway; section 02 is approximately 30 km long, utilizing the Eastern North-South Expressway section from the Phu My interchange to the National Highway 19B interchange; and section 03 is approximately 23.3 km long, running from National Highway 19B towards the An Khe tunnel, following the route currently being submitted to the Ministry of Transport.

In terms of scale, the project will be constructed according to the complete plan with a roadbed width of 24.75 m; it will include two interchanges at the intersections with National Highway 1 and National Highway 19; and it will involve upgrading and expanding the existing National Highway 19B from the National Highway 19B intersection (part of CT01) to the main gate of Phu Cat Airport, a distance of 8.7 km, to a Class III - 4-lane road (roadbed width = 20.5m), connecting the two expressways with Phu Cat Airport.

It is known that previously, on December 5, 2024, in a document sent to the Ministry of Transport, the People's Committee of Binh Dinh province mentioned that it had assigned the Provincial Transport Project Management Board to preside over and coordinate with relevant departments, agencies, and localities to research, survey, and report on proposed route options for the Quy Nhon - Pleiku expressway with the main contents as above.

Regarding the reasons for adjusting the route, the People's Committee of Binh Dinh province stated that, according to the revised Phu My district regional planning, Phu My port is oriented as a functional area for transportation and seaport infrastructure linked to a concentrated, multi-sector industrial zone, enhancing the attraction of industries suitable for the orientation of the Phu My Industrial Zone.

“In the future, this area promises to become a major transshipment port for goods in the Central and Central Highlands provinces. Following this direction, studying the adjustment of the starting point of the Quy Nhon – Pleiku expressway route to connect with Phu My port is essential for developing a transportation system to meet the needs of transporting and circulating goods for industrial zones and seaports,” the Provincial People's Committee stated in a document sent to the Ministry of Transport.

In its response to voters and the National Assembly delegation of Binh Dinh province on October 10, 2024, the Ministry of Transport mentioned that, according to the Road Network Planning for the period 2021-2030, with a vision to 2050, the Quy Nhon - Pleiku expressway (CT.20) has a length of 180 km; its starting point is at Nhon Hoi port, Binh Dinh province, and its end point is at Pleiku city, Gia Lai province; with a scale of 4 lanes.

Subsequently, at the request of Binh Dinh province on June 26, 2024, the Ministry of Transport reviewed, updated, and adjusted the planning content for the Quy Nhon - Pleiku expressway route, with the starting point extending from Nhon Hoi port to An Nhon town.

Regarding the investment method, the Ministry of Transport also stated that the People's Committee of Gia Lai province, in coordination with the People's Committee of Binh Dinh province, had studied and submitted document No. 1191/LT-GL-BD dated May 19, 2024, to the Prime Minister reporting on the investment plan; in which it recommended investing in the project in the form of public investment, with a scale of 4 complete lanes, and a total investment of approximately 37,653 billion VND.

In a recent document sent to the Ministry of Transport, the People's Committee of Binh Dinh province stated that the public-private partnership (PPP) investment method is not feasible; and requested the Ministry to propose to the Prime Minister to consider and approve investment in the form of public investment (assigning the Ministry of Transport as the managing agency for the project; the People's Committee of Binh Dinh province will carry out compensation, support for land clearance and resettlement according to administrative boundaries).

According to the revised plan of the People's Committee of Binh Dinh province, the Quy Nhon - Pleiku Expressway Project has a projected total investment increase from VND 35,940 billion to VND 38,419 billion (due to the increase in Binh Dinh province from VND 13,790 billion to VND 16,269 billion). The length of the route has increased from 122.9 km to 154.9 km (an increase of 32 km in Binh Dinh province).
