Based on the effective implementation of Decrees No. 101/2017/ND-CP and No. 89/2021/ND-CP on training and fostering cadres, civil servants, and public employees, the Provincial People's Committee annually develops, approves, and implements numerous training plans for each year and period, ensuring they are closely linked to practical requirements and new tasks in the process of promoting industrialization, modernization, and international integration.
Regarding the scale of training, during the period 2019-2024, the entire province approved 666 domestic training and refresher courses, with over 43,867 participants and a total allocated budget of approximately 133 billion VND. Simultaneously, departments, agencies, and localities proactively developed plans for in-depth and diverse training and refresher courses to meet job requirements; consequently, a total of 158,674 officials, civil servants, and public employees were sent for training and refresher courses.
Entering 2025, the Provincial People's Committee issued Decision No. 362/QD-UBND dated February 12, 2025, approving the Plan for training and fostering cadres and civil servants of the province in 2025; accordingly, it approved 62 training and fostering courses with a total of 3,757 trainees. The training courses are assigned to relevant agencies and units to develop and implement plans according to regulations.
In parallel with regular training, Quang Ninh province previously implemented Project 293 "Training, fostering, improving the quality and comprehensively developing human resources in Quang Ninh province until 2020". Accordingly, from 2015-2020, 702 training courses were conducted both domestically and internationally, attracting 39,577 participants, with a total organizational cost of over 261,951 million VND.
Training and professional development content is constantly updated and diversified, including: political theory, knowledge and skills in state management; professional and technical skills according to the standards of leadership and management positions; skills in mass mobilization work, administrative reform, digital transformation, and the application of information technology. This diversity helps the team of officials and public employees to be both strong in theory and proficient in practice, ready to meet the increasingly demanding requirements of public service.
Along with expanding the scale and content, budget investment for training is also prioritized. The average annual budget allocation always ensures sufficient funds for implementation according to plan, while encouraging units to proactively coordinate with reputable training institutions and utilize social resources to improve the efficiency of state budget utilization.
In implementing the policy of streamlining personnel, the Provincial People's Committee simultaneously focuses on consolidating and reorganizing the administrative apparatus to be more efficient and improve the quality of advisory work. This creates motivation and a favorable environment for cadres, civil servants, and public employees to gain experience and perform their duties after training, thereby developing their acquired abilities and qualities. It is known that during the period 2015-2021, the province reduced 555 civil servants and 2,280 employees receiving salaries from the state budget. In 2022, a further reduction of 480 employees receiving salaries from the state budget was implemented compared to 2021. In 2024, a reduction of 1,008 employees receiving salaries from the state budget was planned compared to 2022.
Quang Ninh province is studying the development of a system for evaluating and verifying the quality of training courses, closely linking training outcomes with job requirements. In the future, the province will continue to improve coordination mechanisms between departments, localities, and training institutions; prioritize investment in infrastructure and technology to support online training, and enhance access to high-quality programs for officials in remote areas. Simultaneously, it will strengthen international cooperation to enable Quang Ninh officials and civil servants to access prestigious training programs and seminars worldwide , contributing to the dissemination of innovation and creativity in management and public service.
