Streamlined arrangement
As of December 31, 2024, Dien Ban has 11 specialized agencies under the People's Committee of the town, including the Office of the People's Council and People's Committee; the Department of Internal Affairs; the Department of Culture and Sports; the Department of Labor, War Invalids and Social Affairs ; the Department of Education and Training; the Department of Economy; the Department of Finance and Planning; the Department of Justice; the Inspectorate; the Department of Natural Resources and Environment; and the Department of Urban Management.
Adjacent to it are 74 public service units under the People's Committee of the town, including 69 schools (20 kindergartens, 29 primary schools, and 20 secondary schools) and 5 public service units: the Cultural, Sports, Information and Communication Center; the Agricultural Technical Center; the Land Development Center; the Construction Investment Project Management Board; and the Urban Regulations Inspection Team. In addition, there are 7 associations: the Red Cross Society, the Association for the Promotion of Learning, the Association of Patriotic Prisoners, the Association of the Blind, the Association of Former Youth Volunteers, the Traditional Medicine Association, and the Association of the Elderly.
According to Mr. Vo Kim Nhut, Head of the Internal Affairs Department of Dien Ban town, the plan for reorganizing the structure of agencies and units under the People's Committee of Dien Ban town includes the reduction of two administrative agencies, namely the Department of Labor, War Invalids and Social Affairs and the Department of Economy. Dien Ban will also cease operations of the Urban Regulations Inspection Team. It is expected that after the reorganization, the total number of agencies and units under the People's Committee of Dien Ban town will be 82 units with a corresponding number of staff.
Specifically, after merging the Department of Labor, War Invalids and Social Affairs and the Department of Internal Affairs, the projected number of allocated staff is 14 (a reduction of 3 staff compared to the total allocated staff of the two agencies). The Department of Economy, Infrastructure and Urban Development will be established, with a projected allocation of 14 staff (including 11 staff from the current Department of Urban Management and 3 staff transferred from the Department of Economy).
The Department of Culture, Science and Information will be established, with an expected allocation of 9 staff positions (including 7 positions from the Department of Culture and Sports and 2 positions transferred from the Economic Department of the town).
The Department of Agriculture and Environment will be established, with an expected allocation of 17 staff positions (including 11 positions from the Department of Natural Resources and Environment and 6 positions transferred from the Economic Department of the town).
The Office of the People's Council and People's Committee of the town is expected to be allocated 20 staff positions, including 17 positions from the current Office of the People's Council and People's Committee of the town and 3 positions transferred from the Department of Labor, War Invalids and Social Affairs. The Department of Education and Training will retain its current 10 staff positions.
Regarding the Urban Regulations Inspection Team, after the completion of their activities, personnel will be assigned to appropriate agencies and units. As for the 7 mass organizations, the Town People's Committee will continue to study and review their reorganization in the future, aiming to reduce them to 5 (merging the Association of the Blind and the Red Cross into one; and merging the Association of Former Youth Volunteers and the Association of Patriotic Prisoners into one).
Quickly become operational.
According to Mr. Vo Kim Nhut, a current concern is the surplus of civil servants, especially at the leadership and management levels, following the restructuring. However, this issue has been largely resolved.
Currently, there are 13 cases of civil servants applying for retirement under Decree 178, including 8 leading and managerial officials. Regarding the number of public employees from public service units applying for retirement under Decree 178, Dien Ban district is awaiting approval from the Department of Internal Affairs and the Ministry of Internal Affairs.
"The arrangement of leadership and management personnel after the merger will be flexible and coordinated, not necessarily adhering to the job plan, in order to ensure smooth operation. It is expected that after about a year, Dien Ban will adjust the number of deputy positions in the 9 administrative agencies to comply with regulations, with no surplus," Mr. Nhut said.
Dien Ban district was allocated 114 civil servants by the province, but currently only 108 are employed, not including those retiring early. In addition, there are 51 public employees in public service units, but only 48 are currently employed. According to the Provincial People's Committee's directive, the government sector must complete the merger, reorganization, and streamlining of its apparatus before February 20th.
Mr. Nguyen Minh Hieu, acting Chairman of the Dien Ban Town People's Committee, affirmed that the plan for reorganizing the organizational structure of agencies and units under the Dien Ban Town People's Committee has been approved by the collective leadership of the People's Committee and submitted to the Standing Committee and the Town People's Council.
"Over the past period, the local authorities have encouraged and done a good job of ideological work with officials of the merged agencies, so everything is basically stable and there are no obstacles," Mr. Hieu informed.
Mr. Hieu suggested that, to ensure personnel allocation, the Provincial People's Committee should focus on transferring public employees from public service units to civil servants as part of the organizational restructuring, in order to ensure the implementation of the personnel reduction roadmap by 2026 as stipulated.
Consider and issue a mechanism to allow civil servants from public service units subject to restructuring (such as the Urban Regulations Inspection Team) who have less than 5 years of service to be recruited as commune/ward-level civil servants. In particular, promptly direct relevant departments and agencies to advise on and issue guidelines on the functions, tasks, and powers of the agencies and units subject to restructuring to ensure rapid stabilization and effective operation.
