The Ministry of Finance has just sent an official dispatch to Deputy Prime Minister Ho Duc Phoc regarding support for state capital to participate in the Cam Lo - Lao Bao Expressway Project, Quang Tri.
Regarding the total investment, the Ministry of Finance said that according to the assessment of the Ministry of Construction , the investment capital of the Project is about 204 billion VND/km, similar to the investment capital of projects of similar scale being implemented by the Ministry of Construction .
The Ministry of Finance believes that the People's Committee of Quang Tri province is the competent state agency to implement and is fully responsible for the preliminary value of the total investment of the Project before the law and the Prime Minister.
In the step of preparing the Feasibility Study Report, based on detailed survey data, calculation time, and current regulations, the Ministry of Finance requests the People's Committee of Quang Tri province to direct relevant agencies to base on Decision No. 409/QD-BXD dated April 11, 2025 of the Ministry of Construction announcing the construction investment capital rate and the total construction price of the project's structural components in 2024 to calculate the total investment of the Project to ensure compliance with current regulations of law on construction.
Regarding the proposed capital support level for the Project from the Central budget, the Ministry of Finance said that the central budget capital that Quang Tri province proposed to support to participate in the Project is about 8,803 billion VND, which is very large, more than 1.5 times the total domestic central budget capital for the period 2021-2025 that has been allocated to Quang Tri province (before the merger).
In addition, according to the provisions of the Road Law and Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government, Quang Tri province has been decentralized to thoroughly manage national highways, so the demand for investment resources for these projects in the period of 2026-2030 is very large.
Therefore, the Ministry of Finance requests the People's Committee of Quang Tri province to carefully study the urgency, necessity, and readiness of investment resources for the Cam Lo - Lao Bao Expressway Project, Quang Tri.
In addition, in Submission No. 79/TTr-BXD dated July 18, 2025, the Ministry of Construction reported to the Prime Minister on supplementing the list of projects and completing the members of the State Steering Committee for important national projects and key works in the transport sector.
In which, the Cam Lo - Lao Bao Expressway Project, Quang Tri Province belongs to group 1, which is a group of projects that are undergoing important investment preparation work, proposed to be added to the list of projects under the Steering Committee.
In case the Project is allowed by the Prime Minister to be added to the group of important national projects, key projects of the transport sector, the Ministry of Finance requests the Ministry of Construction and the People's Committee of Quang Tri province to synthesize the capital needs of the Project, including the central budget capital supporting the State capital participation in the Project, and send it to the Ministry of Finance for synthesis, reporting to the competent authority for consideration and decision on capital allocation for the Project.
According to the latest proposal of the People's Committee of Quang Tri province, the Cam Lo - Lao Bao Expressway Project is 56 km long, has a scale of 4 lanes, a design speed of 100 km/h, and a roadbed cross-section of 24.75 m.
The route connects from Cam Lo - La Son expressway in Trieu Phong district to Lao Bao international border gate, in accordance with the planning approved by the Prime Minister.
The preliminary total investment of the Project is expected to be 13,939 billion VND, of which the State budget capital participating in the project is 9,479 billion VND (68%); the capital mobilized by the investor is 4,460 billion VND (32%). The time for collecting fees and recovering capital for the project is expected to be 20.96 years.
Quang Tri Provincial People's Committee said that in the period of 2021-2025, this locality has received capital support from the Central Government to invest in a number of traffic routes and projects in the area, there are no particularly important projects with large total investment values and high technical factors such as expressway projects.
For the Cam Lo - Lao Bao expressway project, Quang Tri province has implemented the Prime Minister's direction, investing under the PPP method, contributing to reducing the burden of state budget capital invested in the project (specifically reducing 32% corresponding to 4,460 billion VND of investor capital).
Quang Tri Provincial People's Committee committed to allocate 100% of local budget capital of about 676 billion VND to implement the project's site clearance work. At the same time, it proposed that the Prime Minister allocate capital from the central budget to directly support 8,803 billion VND to soon implement the project to ensure progress.
