The forum “Unleashing the potential of Vietnam-France innovation: Lessons from Nobel Prize-winning scientist Serge Haroche” was jointly organized by the National Innovation Center (NIC) and the French Embassy in Vietnam with the support of the International Center for Interdisciplinary Science and Education (ICISE). The forum marked a special milestone, demonstrating the spirit of enhanced cooperation after Vietnam and France established a “comprehensive strategic partnership”.
The Forum is one of many activities to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation and Decision No. 1131/QD-TTg dated June 12, 2025 of the Prime Minister on promulgating the List of strategic technologies and strategic technology products; Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on international integration in the new situation and Action Program.

The forum is a space for exchanging and sharing experiences and strengths in technology, science, innovation and digital transformation of representatives of French organizations and companies in the context of the two countries actively cooperating in bilateral development.
With the theme of the discussion session "Vietnam - France cooperation in developing smart urban models and smart factories", representatives of the French Trade and Industry Office in Vietnam and representatives of French companies such as Air Liquide, Alstom, Compagnie des Signaux, Suez, Olmix Asia emphasized the cooperation relationship between Vietnam and France in the field of smart urban development and smart factories, which is identified as one of the priority directions within the framework of "comprehensive strategic partnership".
France has strengths in research, application of digital technology, artificial intelligence and modern urban management, while Vietnam is in the process of rapid urbanization, with high demand for smart infrastructure, energy management, traffic and environment.
On that basis, the two sides have great potential to implement specific cooperation projects in green urban planning and construction, developing smart traffic systems, optimizing energy use, and applying smart factory solutions based on IoT technology, big data and automation.

This cooperation not only creates conditions for Vietnam to receive and transfer advanced technology from France, but also contributes to forming effective bilateral cooperation models, promoting economic growth associated with sustainable development.
Speaking at the forum, Mr. Olivier Brochet, French Ambassador to Vietnam, said that 2025 is the "France-Vietnam Year of Innovation", launched by France to promote cooperation and exchange in the field of innovation between the two countries.
The Ambassador affirmed that this forum is an event to promote scientific research, develop and apply strategic technologies; and is a bridge to promote public-private cooperation, connecting universities, state agencies and businesses to create a sustainable innovation ecosystem in Vietnam.

Also at the forum, Ms. Kim Ngoc Thanh Nga, Deputy Director of the National Innovation Center, affirmed that after Vietnam and France established a comprehensive strategic partnership, cooperation on innovation has become an important pillar in bilateral relations. The two countries share a vision of promoting trade cooperation, digital transformation and sustainable development.
According to Ms. Nga, France, with its strengths in basic research, high technology and innovative startup ecosystem, can support Vietnam in the process of developing human resources, transferring technology and building innovation centers.
On the contrary, Vietnam, with its dynamic market, young workforce and ability to quickly apply new technology, is a potential environment for French creative ideas to be implemented in practice. This connection promises to open up many opportunities for strategic cooperation, contributing to promoting Vietnam-France trade cooperation.
Sharing at the forum, Mr. Serge Haroche, a scientist who won the Nobel Prize in Quantum Physics in 2012, acknowledged the cooperation between Vietnam and France in promoting the science and technology ecosystem and developing innovation strategies.
Mr. Serge Haroche is currently Professor Emeritus at the Collège de France and a member of many prestigious scientific academies. In 2012, he was awarded the Nobel Prize in Physics for his groundbreaking contributions to the development of experimental methods that allow observing, measuring and controlling individual quantum systems without destroying their quantum state. This achievement has opened up important scientific premises for the development of quantum computers, quantum communication networks, as well as advanced technologies in the 21st century.
