Flexible management, efforts to complete the 2025 growth target of 8.5%

On October 14, the Provincial People's Committee held the 6th online meeting with 92 communes and wards to discuss and give opinions on a number of contents, and seek opinions from the Provincial Party Committee and Provincial People's Council. Comrade Pham Hoang Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, chaired the meeting. Attending the meeting were members of the Provincial People's Council Standing Committee; leaders of the Provincial National Assembly Delegation, the Provincial Fatherland Front Committee; representatives of the Military Region 1 Command, Division 312 (Army Corps 12); leaders of the Provincial People's Council's committees and departments, branches, sectors and organizations.

Speaking at the opening of the meeting, the Chairman of the Provincial People's Committee briefly informed about the damages and the direction and management of the entire system to quickly overcome the consequences of storm No. 11 in the province.

Accordingly, the total estimated damage caused by storm No. 11 and subsequent floods as of October 13, 2025 is over VND 12,200 billion.

Sharing the difficulties and losses of people and property of people and businesses in the recent floods, the Chairman of the Provincial People's Committee said that with the spirit of being close to the people and the grassroots, the Provincial People's Committee will resolutely direct, support, accompany and stand side by side with the people and businesses to steadfastly overcome the difficulties after the storm, soon stabilize their lives and continue to develop.

Regarding the contents of the 6th Session, the Chairman of the Provincial People's Committee requested delegates, members of the Provincial People's Committee, leaders of sectors and localities to concentrate their intelligence, promote their sense of responsibility, actively participate in discussions, contribute practical, concise opinions, close to the reality of the sector, locality and unit; focus on evaluating the good and bad aspects, analyze the causes and draw lessons; propose solutions to focus on implementing tasks in the last 3 months of 2025, striving to complete the 2025 growth target of 8.5%.

The Chairman of the Provincial People's Committee emphasized: In the context of severe consequences left by natural disasters, determining solutions to restore production, stabilize people's lives, as well as ensure progress of key tasks needs to be discussed in a substantive manner, close to the practical situation in each locality, each sector and unit.

On that basis, the Meeting spent time listening, discussing and giving opinions on 5 contents according to the program. In which, the focus is: Report on the socio -economic situation in the first 9 months of 2025 and key tasks in the fourth quarter of 2025; Submission and draft Resolution proposing to approve the contents of the Housing Development Program of Thai Nguyen province for the period 2021-2030; Submission and draft Resolution stipulating tuition fees for public preschool and general education institutions and tuition support levels for preschool children, general education students, and students of general education programs in private and non-public educational institutions in Thai Nguyen province for the 2025-2026 school year.

Regarding the assessment of the socio-economic situation in the first 9 months, it shows that, with the drastic direction in the management of the Provincial People's Committee, GRDP growth reached 7.01%, of which the growth in the third quarter reached 7.76%. Industrial production value reached 751.64 trillion VND, up 6.1% over the same period and reaching 66.21% of the 2025 plan. The export value of goods reached 23.7 billion USD, up 8.2% over the same period in 2024. Total retail sales of goods and consumer service revenue reached 77.6 trillion VND, up 16.67% over the same period. Total social development investment capital reached over 57 trillion VND, up 15.2% over the same period. The disbursement of the capital plan up to October 13, 2025 reached 6,780 billion VND, equal to 75.3% of the plan assigned by the Prime Minister , reaching 59.1% of the capital plan assigned by the province. The budget revenue up to October 13, 2025 reached 18,329 billion VND, equal to 79.1% of the estimate assigned by the Government, reaching 69% of the estimate assigned by the Provincial People's Council.

However, in the context of production and business, especially agricultural production, being heavily affected by the recent storm No. 11, the socio-economic situation still has a number of issues that need to be analyzed and evaluated to propose solutions to strive for even higher results.

Delegates attending the meeting discussed and clarified a number of issues on overcoming the consequences of storm No. 11 and key solutions to effectively carry out socio-economic development tasks in the last months of the year.

Speaking at the meeting, Provincial Party Secretary Trinh Xuan Truong acknowledged and commended the spirit of solidarity, responsibility, and efforts to overcome difficulties of the Provincial People's Committee, all levels, sectors, localities, and units in the whole province.

To effectively carry out the tasks in the coming time, the Provincial Party Secretary emphasized a number of key contents: Strengthening decentralization and delegation of power - effectively operating the two-level local government model, creating conditions for grassroots authorities to proactively carry out tasks. Meetings, supervisions and inspections are directed to be carried out regularly to ensure progress and smoothness in direction and operation.

Regarding the work of overcoming the storm and flood, the Provincial Party Secretary requested that there should be absolutely no subjectivity, no casualties, no insecurity for the people, especially in isolated or landslide-prone areas. The authorities of communes and wards must have a firm grasp of the area, strictly implementing the "four on-site" motto. The work of calculating damage must be accurate, transparent, avoiding formalities; priority should be given to early support payments to help people restore production.

The Provincial Party Secretary also emphasized the need to ensure social security, infrastructure and essential services. All schools must ensure safe conditions for students to return to class as scheduled; medical examination and treatment at local health stations must be restored soon.

In economic development, the Provincial Party Secretary requested that socio-economic management must be close to reality and flexible on a daily basis, especially in the fields of budget revenue and expenditure, public investment disbursement and GRDP growth.

In addition to emphasizing the preparation for the People's Council session and the new term, the Provincial Party Secretary also noted the promotion of emulation, rewards and communication work, increasing positive information, and refuting bad and toxic information. He emphasized: "Information and propaganda work must touch the hearts of the people, so that when the army and police come, people believe, when they leave, people remember."

Units and localities must immediately implement the contents of the Resolution of the first Provincial Party Congress, term 2025-2030 and the resolutions of the congresses of Party Committees of units, communes and wards. At the same time, focus on implementing the Central's strategic resolutions such as Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation; Resolution No. 68-NQ/TW on private economic development...

Regarding the tasks in the coming time, the Chairman of the Provincial People's Committee concluded: Heads of agencies, units, Chairmen of People's Committees of communes and wards mobilize all resources to overcome the consequences of floods according to the instructions of the Provincial People's Committee with the most urgent and drastic spirit, focusing on the fastest recovery, ensuring that people's lives return to normal as soon as possible; continue to review, fully and accurately count all damages, estimate the value of damages caused by storm No. 11 in the sectors and fields under their management.

The Chairman of the Provincial People's Committee noted: Heads of departments, branches and local leaders are responsible to the province and the law for statistics of damage caused by the storm.

Regarding socio-economic development tasks, the Chairman of the Provincial People's Committee assigned the Department of Finance to preside over and coordinate with the Provincial Statistics Office and departments, branches, and localities to advise on developing the Provincial People's Committee's Plan on growth scenarios in the last 3 months of 2025, in which specific tasks are assigned to departments, branches, branches, and localities to organize implementation, striving to complete the province's growth target in 2025 of 8.5%; the time to complete the report to the Provincial People's Committee is before October 20, 2025.

Regarding public investment disbursement: Speed ​​up project progress; provincial project management boards, communes and wards speed up compensation, site clearance, construction of resettlement areas; speed up construction progress and disbursement of key public investment projects.

Regarding budget collection: People's Committees of communes and wards are proactive and highly focused on state budget collection, especially compensation and site clearance for projects, to speed up the collection of land use fees and land rents into the state budget, ensuring the completion of budget collection tasks according to regulations.

Regarding a number of other key tasks, the Chairman of the Provincial People's Committee requested: Heads of departments, branches, and sectors; Chairmen of People's Committees of communes and wards to thoroughly grasp and organize the implementation of Resolution No. 01-NQ/DH of the 1st Provincial Party Congress, term 2025-2030, striving to successfully implement the set goals, targets, and tasks.

Focus on drastically implementing measures to prevent and control dangerous infectious diseases in humans and livestock, especially the risk of epidemics after storms and floods; focus on organizing well the 1st Patriotic Emulation Congress of Thai Nguyen province.

Regarding the contents of the submission and report at the meeting, the Chairman of the Provincial People's Committee assigned the Provincial People's Committee Office to receive comments at the meeting, supplement, complete, and report to the Provincial People's Committee for consideration and signing.
