The Decree clearly states that a driving training facility is a type of enterprise or cooperative or educational institution. The human resources of the training facility include: the head of the training facility; specialized and professional departments or divisions; subject groups; training service units. In particular, the head of the car driving training facility is the principal or director representing the unit before the law, responsible for managing the activities of the car driving training facility.

The head of a car driving training facility must have a college degree or higher; have undergone training and development in vocational education management.

Regarding teachers, the Decree stipulates: Training facilities must have a team of teachers teaching theory and practice that meet the prescribed standards. The number of teachers teaching driving practice must meet the plan for using driving practice cars for training. Regarding technical facilities, the Decree requires training facilities to have a location to build facilities that ensure a minimum legal usable area of ​​1,000 m2.

Specialized classroom system

The Decree specifies the conditions for the system of specialized classrooms. Specifically, the room used for theoretical learning: has equipment as a tool to support teaching on the following contents: road traffic law, driver ethics, traffic culture, prevention of harmful effects of alcohol and beer when participating in traffic and fire prevention and fighting and rescue; in case the information technology equipment does not describe the road signal system, the driving test, there must be a drawing system. The area of ​​the classroom is not less than 48 m2/room.

Room for learning automobile technology: has information technology equipment as a tool to support teaching about structure, common repair and driving techniques, new knowledge about upgrading; has models of dissecting engines, transmission systems and electrical systems; has specialized tools to guide students in practicing tire removal and installation, checking oil and coolant; has cars that are jacked up to ensure safety for practicing cold and hot gear; has a driving training cabin; in case the information technology equipment does not have diagrams describing the structure and operating principles of the engine, transmission system, suspension system, brake system, steering system, basic driving operations (adjusting the driver's seat, driving posture, steering wheel position...), there must be a system of drawings; the classroom area must not be less than 100 m2/room. In case of models of dissecting engines, transmission systems, electrical systems; Area for instructing students to practice tire disassembly and assembly, checking oil and coolant; cars for practicing cold and hot gears; car driving training cabins are arranged in separate areas, the classroom area must not be less than 48 m2/room.

The Decree also clearly states: The system of specialized classrooms is under the legal use of the driving training facility; the car driving training facility arranges the number of theory classrooms and rooms for car technical training in accordance with the traffic volume, form and training program; the number of classrooms is calculated according to the traffic volume of students; determined according to the principle of 01 room for theory learning and 01 room for car technical training to meet the maximum traffic volume of 500 students.

The Decree requires that training facilities must have driving practice vehicles of the categories permitted for training, under the legal use of the driving training facility; be granted a driving practice vehicle license by a competent authority; in case the training facility has a driving test service, based on the time of using the testing vehicle for testing purposes, it is allowed to use the testing vehicle to both conduct driving tests and train drivers, but must ensure that the number of testing vehicles used to calculate the training volume does not exceed 50% of the number of testing vehicles used to teach driving practice;

Driving practice vehicles of all classes must use vehicles corresponding to the driving license class specified in Clause 1, Article 57 of the Law on Road Traffic Order and Safety. In particular, driving practice vehicles of class B include vehicles using automatic transmission (including electric cars) or mechanical transmission (manual transmission); driving practice vehicles of classes C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E and DE use mechanical transmission (manual transmission); trucks used as driving practice vehicles of class B must have a total designed weight of 2,500 kg to 3,500 kg with a quantity not exceeding 30% of the total number of driving practice vehicles of the same class of the training facility.

The driving practice vehicle is equipped with 2 "DRIVING PRACTICE" signs in front and behind the vehicle according to the prescribed model; has an auxiliary brake system installed to ensure braking efficiency, arranged next to the seat of the driving practice instructor; the driving practice vehicle on the road has a device to monitor the time and distance of the student's driving practice; the driving practice vehicle is a truck with a rain and sun cover, and a seat for the student; has a valid certificate of technical safety inspection and environmental protection for road motor vehicles.

A three-wheeled motorcycle used as a training vehicle for the disabled is a three-wheeled motorcycle used for the disabled that has been granted a vehicle registration certificate and license plate by a competent authority. A Class B automatic transmission car used as a training vehicle for the disabled with a right foot, right hand, or left hand; a Class B automatic transmission car used as a training vehicle for the disabled must have a suitable structure so that the remaining hands and feet of the disabled person can both hold the steering wheel and easily control the turn signal lever, headlights, wipers, gear lever, handbrake lever, foot brake pedal, and accelerator pedal in all driving situations according to the design function of the car manufacturer or the competent authority that grants a certificate of motor vehicle conversion confirms that the vehicle's control system is suitable for the disabled person to drive safely.

Driving range requirements

The Decree requires that the driving practice ground must be under the legal use of the driving training facility; in case the training facility provides driving test services, based on the time of using the testing ground for testing purposes, it is allowed to use the testing ground to both conduct driving tests and train drivers, but only a maximum of one driving practice ground is allowed to be used to calculate the training volume.

Car driving training facilities arrange the number of driving practice grounds suitable to the traffic volume and training program; the number of driving practice grounds is calculated according to the traffic volume of students; determined according to the principle that one car driving practice ground can accommodate a maximum traffic volume of 1,000 students.

The driving practice ground must have a sufficient system of road signs, ensuring the area to arrange enough lessons according to the training program content for the vehicle classes used for training; the arrangement of shapes and sizes of comprehensive car driving exercises must comply with the National Technical Regulations on road motor vehicle driving test centers for each corresponding vehicle class and must be curbed. The ground surface must have a height and drainage system to ensure no flooding; the surface of the lanes and driving practice shapes must be paved with asphalt or cement concrete, with enough road markings. The facility must have a waiting room and seats for students to practice.
