I received my permanent employment decision in December 2025, with a one-year probationary period at salary level 1, coefficient 2.34. At the time of the civil servant recruitment exam, I was one year into my postgraduate studies. In 2016, I received my master's degree. Currently, I have worked for 8 years and 7 months (excluding the probationary period) and am receiving a salary at level 3, coefficient 3.0. When applying for promotion, I submitted my bachelor's and master's degrees and met all other requirements.
According to Circular No. 08/2023/TT-BGDĐT, in the case of teachers taking the examination or being considered for promotion to the professional title of High School Teacher Grade II (code V.07.05.14), if they already have a master's degree, meet the training qualification standards for High School Teacher Grade II, and have held the professional title of High School Teacher Grade III (code V.07.05.15) or equivalent for at least 6 years (excluding probationary period) up to the date of consideration for promotion, they are considered to have met the requirement regarding the time spent in the rank as stipulated in point i, clause 4, Article 4 of this Circular.
I would like to ask, if the Department of Education and Training considers promotion according to Circular No. 08/2023/TT-BGDĐT, do I meet the requirement of holding Grade III for more than 6 years? If so, will I be promoted from Grade III to Grade II, and my salary will be transferred from my current level 3, coefficient 3.0 (Grade III) to level 1, coefficient 4.0 (Grade II)? Clause 2, Article 9 of Circular No. 04/2021/TT-BGDĐT, as amended and supplemented by Clause 6, Article 4 of Circular No. 08/2023/TT-BGDĐT, stipulates: In the case of a teacher taking the examination or consideration for promotion to the professional title of high school teacher grade II (code V.07.05.14), if they already have a master's degree, meet the training qualification standards for high school teacher grade II, and have held the professional title of high school teacher grade III (code V.07.05.15) or equivalent for at least 6 (six) years (excluding probationary period) up to the deadline for submitting application documents for the examination or consideration for promotion, they shall be considered to have met the requirement regarding the time spent in the rank as stipulated in point i, clause 4, Article 4 of this Circular.
Based on the regulations mentioned above, if you already have a master's degree and meet the training qualification standards for a Grade II high school teacher, then your 8 years and 7 months of work experience are considered sufficient to meet the requirements for the time spent in your current rank to apply for promotion to the Grade II high school teacher professional title.
If you pass the promotion examination to the professional title of High School Teacher Grade II, you will be subject to the salary coefficient of civil servants type A2, group A2.2, ranging from a salary coefficient of 4.0 to 6.38.
Salary classification upon appointment to a professional title is carried out according to the guidelines in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, issued by the Minister of Home Affairs, guiding salary classification upon promotion, transfer, and reclassification of civil servants and public employees, and according to current legal regulations.
