I am a secondary school teacher, a college graduate who completed a university bridging program (earned my degree in 2022). I started working on September 1, 2016, and was officially employed in June 2017. In 2026, I will have completed 9 years (excluding probationary period) holding the professional title of Secondary School Teacher Grade III (V.07.04.32) or equivalent.

I would like to ask if I am eligible for promotion? My workplace told me I have to wait for the promotion exam, but there are currently no promotion exams being held. What should I do? Nguyen An Khanh (ankhanh***@gmail.com)

To be appointed to the professional title of Secondary School Teacher Grade II (code V.07.04.31), you must pass the professional title promotion examination organized by the competent authority at the local level.

The standards and conditions for promotion to the professional title of Secondary School Teacher Grade II (code V.07.04.31) are implemented according to the regulations in Article 7 of Circular No. 13/2024/TT-BGDĐT dated October 30, 2024, issued by the Minister of Education and Training, which stipulates the standards and conditions for promotion to the professional title of public kindergarten, primary and secondary school teachers and pre-university teachers.

Specifically, Article 7: Standards and conditions for promotion to the professional title of Secondary School Teacher Grade II (code V.07.04.31). Secondary school teachers may register to be considered for promotion to the professional title of Secondary School Teacher Grade II (code V.07.04.31) when they meet the following standards and conditions: They have been appointed to the professional title of Secondary School Teacher Grade III (code V.07.04.32).

During the period of holding the professional title of Secondary School Teacher Grade III and equivalent, the candidate must have three consecutive years of service prior to the year of consideration for promotion with a performance rating of "Good" or higher; possess good political qualities and professional ethics; not be under disciplinary action; and not be subject to any disciplinary regulations as prescribed by the Party and the law.

Meeting the training and professional development standards for the job title of Grade II Secondary School Teacher as stipulated in Point a, Clause 3, Article 4 of Circular No. 03/2021/TT-BGDĐT dated February 2, 2021, issued by the Minister of Education and Training, regulating the codes, standards for professional titles and appointment and salary classification of teaching staff in public secondary schools, and Clause 2, Article 3 of Circular No. 08/2023/TT-BGDĐT.

Meeting the professional competence and qualifications standards for the job title of Secondary School Teacher Grade II as stipulated in points a, b, c, d, e, g, and i of Clause 4, Article 4 of Circular No. 03/2021/TT-BGDĐT and Clause 3, Article 3 of Circular No. 08/2023/TT-BGDĐT.

Meeting the requirements regarding the length of service in the professional title of Grade III Secondary School Teacher (including time in equivalent ranks) as stipulated in Clause 4, Article 3 of Circular No. 08/2023/TT-BGDĐT. In cases where the teacher has prior work experience in accordance with the law and has paid mandatory social insurance contributions, the provisions of the Government in Point d, Clause 1, Article 32 of Decree No. 115/2020/NĐ-CP, as amended and supplemented by Clause 16, Article 1 of Decree No. 85/2023/NĐ-CP, shall apply.

You need to fully meet the standards and conditions as stipulated above, and register for promotion from professional title rank III to rank II when the competent local authority organizes the promotion and the educational institution (where you are currently working) has a need.
