At the meeting, Mr. Ngo Hong Thuan, Deputy Director of the Department of Science and Technology of Ca Mau province, represented the unit to report on the results of implementing the 2-level local government model in the management field. The report showed that in recent times, the province has achieved many outstanding results:
Official email system : More than 1,972 new accounts were issued to cadres, civil servants and public employees in the province after the merger, bringing the total number of managed and operated accounts to 20,614 accounts.
Data sharing integration platform : Continued to operate stably, connecting 12 provincial internal information systems; 23 data sharing services available on the National Data Sharing Integration Platform (NDXP). To date, there have been over 32 million transactions.
Document management and administration software system: Upgraded, adjusted the function of sending and receiving documents according to the 2-level government model. The system has been created and deployed for more than 936 units with more than 19,018 accounts. Ensures connection to send and receive electronic documents between 3 levels of government from central to commune level.
Administrative procedure settlement information system : Maintained rank 04/34, in which the rate of online application submission reached 80.8%; the rate of electronic result issuance reached 73.06%; the rate of digitized administrative procedure files and results of administrative procedure settlement reached 70.51%; the rate of exploitation and reuse of digitized information and data was 56.42%.
Provincial Electronic Information Portal : Updated background data on history - culture, natural conditions for the new Ca Mau Provincial Electronic Information Portal, edited the interface, configured the domain and activated 39 old Ca Mau commune and ward information pages.
Provincial reporting information system: Configured according to Government - Province - Commune reporting mode. 148 accounts were allocated to units to ensure smooth reporting from commune level to Government.
Provincial video conferencing system: Connected to 64 communes and wards using Megavmeeting online meeting software to ensure smooth conferences from the Central to the commune level.
Digital signature : The number of active digital signatures in Ca Mau province is 8,983. From July 1, 2025 to now, 3,813 digital signatures have been newly issued, renewed, and changed.
Agencies and units in the province simultaneously deployed Artificial Intelligence applications to support professional work: Deploying "AI virtual assistant switchboard"; Organizing AI application training sessions for more than 100 union members and youth of universities and colleges in the province; Organizing a conference on deploying artificial intelligence (AI) applications in the health sector. In addition, organizing a discussion with the theme: "Leaders adapt to the AI wave" with the direct participation of leaders of the provincial political system and online connection with district and commune-level bridges.
Successfully organized the launching ceremony of the "Digital Popular Education" movement and launched the "Digital Popular Education of Ca Mau Province" platform providing free courses at https://binhdanhocvuso.camau.gov.vn . Up to now, there have been over 4,700 visits. In addition, the province has deployed 02 courses on the Digital Popular Education platform https://binhdanhocvuso.gov.vn/, resulting in the participation of 21,072 cadres, civil servants and public employees.
Besides the outstanding results of the locality, the Working Group also recorded difficulties and problems with many causes:
Digital transformation field : IT infrastructure at the commune level is still limited, equipment is old, low configuration and often broken; information technology human resources are limited in quantity and quality; the rate of people submitting online applications is still low, in many cases they have to ask officials for guidance and do it for them; the online conference system is not stable, technical errors often occur; the Ministry of Science and Technology has issued regulations on shared digital platforms but there is no specific implementation plan from the Central Government; there is no guidance on specialized management software of the Departments to avoid duplication and waste; the criteria framework for assessing digital transformation at the district and commune levels (previously issued) is no longer suitable for the 2-level government model.
In the field of standards, measurement and quality: The provincial product traceability portal has not been connected to the national portal; there are no regulations on the cost of expert assessment activities and the National Quality Award Preliminary Selection Council; the implementation of ISO 9001:2008 is no longer suitable (due to the transition to ISO 9001:2015 and the 2-level government model); the database of enterprises with ISO, QCVN, TCVN certification has not been shared (currently a fee must be paid); there is no timely decree amending it in accordance with the new Law (Law on Standards, Law on Product and Goods Quality); the authority of the Department of Science and Technology to handle multi-sector and multi-sector conformity assessment records is unclear.
Science and Technology Management and Innovation: The amended Law on Bidding (2025) stipulates that investors must prepare and approve plans for selecting contractors, but it is unclear whether the unit in charge of the science and technology task is considered the investor or not; it is unclear the basis for the Department of Science and Technology to assign the unit in charge of organizing bidding and signing contracts with contractors.
Nuclear radiation safety field: There is no Circular amending and supplementing the appraisal fee (related to SPECT/CT equipment) according to the new classification in Decree 133/2025/ND-CP.
Intellectual property sector: The system of digitizing patent, design, and trademark data is scattered and difficult to search; the Industrial Property Representative certification exam is irregular and limited in number, leading to a lack of legally qualified human resources to support businesses.

At the end of the working session, the delegation highly appreciated the efforts of Ca Mau province in implementing the 2-level local government model, especially the results achieved in digital transformation and application of science and technology in state management activities. At the same time, the delegation acknowledged and will consider and recommend competent authorities to remove difficulties and obstacles so that the locality can implement more effectively in the coming time.
