Ca Mau Department of Science and Technology implements the work of "Skilled Mass Mobilization" in 2025

To raise awareness and responsibility of party members, civil servants, public employees and workers in mass mobilization work; effectively organize the emulation movement "Skilled Mass Mobilization" in the fields of science and technology. Organize practical and effective emulation movements, create a vibrant competitive atmosphere, encourage the determination of all party members, civil servants, public employees and workers in the emulation movement "Skilled Mass Mobilization", contributing to socio-economic development, maintaining national defense, security and social order and safety. Build and recognize models and typical examples of "Skilled Mass Mobilization" to replicate and develop positive models; periodically summarize, evaluate, recognize and replicate advanced models; promptly commend and reward departments, units and individuals with outstanding achievements to propagate, replicate and spread within the unit.

Implementing Plan No. 96-KH/BDVTU dated December 27, 2024 of the Provincial Party Committee's Mass Mobilization Committee on promulgating the Plan to launch the registration for building the "Skilled Mass Mobilization" model in 2025; on the basis of assigned functions and tasks, the Department of Science and Technology deploys the implementation of "Skilled Mass Mobilization" work in 2025   with the following contents:

Firstly, it is to implement the annual directives of the Provincial Party Committee and the Provincial People's Committee on the implementation of the emulation movement "Skilled mass mobilization" and at the same time fully, effectively and practically deploy the contents of mass mobilization work in the spirit of Decision No. 322-QD/TU, dated May 16, 2022 of the Provincial Party Standing Committee promulgating the Regulations on mass mobilization work of the political system of Ca Mau province; Resolution 04-NQ/TU, dated July 13, 2022 of the Provincial Party Standing Committee on innovation, improving the quality and effectiveness of mass mobilization work in the new situation; Resolution No. 05-NQ/TU, dated July 14, 2022 on digital transformation of Ca Mau province by 2025, with a vision to 2030; Directive No. 19-CT/TU, dated March 25, 2024 on continuing to strengthen mass mobilization work of State administrative agencies and authorities at all levels;   Law on implementing democracy at the grassroots level; types of democracy at the grassroots level and Plan No. 96-KH/BDVTU dated December 27, 2024 of the Provincial Party Committee's Mass Mobilization Commission on promulgating the Plan to launch registration for building the "Skilled Mass Mobilization" model in 2025.

Second, carry out mass mobilization work in conjunction with implementing the Grassroots Democracy Charter; promote administrative procedure reform; innovate working methods and styles, enhance the responsibility of leaders; enhance awareness, responsibility, and spirit of serving the people in performing public duties of civil servants and public employees; improve the effectiveness of public reception, handling of citizens' complaints and denunciations; promptly resolve recommendations, proposals, and legitimate and legitimate aspirations of the people.

Third, is to promote propaganda and dissemination of Party and State documents related to mass mobilization work; proactively and closely coordinate between the Party Committee, Government, grassroots Trade Union and Youth Union of the unit in propaganda work, thereby motivating the entire unit to perform mass mobilization work well.

Fourth, maintain and develop recognized and replicated models of "Skilled Mass Mobilization", continue to coordinate and direct the construction of new models. Actively innovate the content and form of activities. Propaganda and mobilize party members, civil servants, public employees and workers to participate in building an increasingly strong Party and government, meeting the requirements of tasks in the new situation.

Fifth, maintain and sustainably develop the "Skilled Mass Mobilization" model; register skillful mass mobilization models annually according to the province's initiative. Organize exchanges, learn from experiences, disseminate good and creative practices, good examples of good people and good deeds in the "Skilled Mass Mobilization" emulation movement; review, inspect, and recognize typical models that have a positive influence and impact on all areas of social life.

In particular, in selecting a unit to direct the emulation movement "Clever Mass Mobilization" and selecting an effective model for replication, the Department of Science and Technology has selected the Center for Information and Application of Science and Technology (after merging the Centers with the new name of the Center for Science, Technology and Innovation) to direct the emulation movement "Clever Mass Mobilization". In which, 01 effective model is selected for replication, which is the "Project to mobilize resources to replicate the technology process of raising super-intensive white-leg shrimp in circulation, with little water change, and biosafety in Ca Mau province".

The leaders of the Department of Science and Technology assigned the departments and units under the Department to organize the implementation of tasks associated with the emulation movement, deploy the model of "Skilled Mass Mobilization" of the unit, assign civil servants and public employees to monitor and be in charge of the model to ensure effectiveness./.
