The delegation of the Ministry of Science and Technology worked with Dak Lak province on the operation of local government at commune, ward and special economic zone levels.

On the morning of August 20, the working delegation of the Ministry of Science and Technology led by Mr. Tran Quang Hung - Deputy Director of the Department of Intellectual Property, had a working session at the Department of Science and Technology on the operation of local governments at the commune, ward and special economic zones levels. The delegation was accompanied by Ms. Nguyen Minh Hang - Deputy Director of the Legal Department and representatives of departments and units under the Ministry of Science and Technology.

Receiving and working with the delegation, on the Dak Lak province side, there were Mr. Bui Thanh Toan - Director of the Department of Science and Technology; Board of Directors of the Department of Science and Technology; leaders of the Provincial People's Committee Office; leaders of the People's Committee of Buon Ma Thuot Ward; Provincial Public Administration Service Center; together with representatives of relevant departments and units and heads and deputy heads of departments and units under the Department of Science and Technology.

The working group aims to grasp the situation of the operation of the government apparatus at the commune, ward and special economic zone levels to promptly remove, guide the handling and overcoming of problems and difficulties; inspect and supervise the implementation of tasks under the state management of the Ministry of Science and Technology (MOST).

During the working program, representatives of the units: Department of Science and Technology, Provincial People's Committee Office, Buon Ma Thuot Ward People's Committee reported on the implementation of two-level local government; implementation of decentralization, delegation of authority, digital transformation and implementation of administrative procedures at the local level in the fields of science and technology, innovation and digital transformation; at the same time, proposed a number of solutions to perfect the two-level local government model, aiming to better meet the development requirements of the new stage.

According to the report of the Department of Science and Technology, the program "DAK LAK DIGITAL" with main contents such as: evaluating the results of implementing digital platforms to serve local governments at 2 levels, especially the pilot in 03 wards of Ea Kao, Tan Lap, Tan An of the province; launching 100 peak days of implementing the movement "Digital popular education"; launching the project "Building digital transformation infrastructure in Dak Lak province for the period 2021-2025, with a vision to 2030" ... is an important event demonstrating the high political determination of the whole province in implementing Resolution No. 57-NQ/TW of the Politburo, Plan No. 01-KH/BCĐTW of the Central Steering Committee and Plan No. 281-KH/TU of the Provincial Party Committee on the movement "Digital popular education" and the province's digital transformation programs.

Regarding the implementation of Decree No. 133/2025/ND-CP dated June 12, 2025 of the Government regulating decentralization and delegation in the field of state management of the Ministry of Science and Technology, the Department of Science and Technology has advised on 118 administrative procedures in Decision No. 1571/QD-UBND dated June 29, 2025. In the process of monitoring, reviewing, amending and supplementing, it continues to advise the Dak Lak Provincial People's Committee to issue the following Decisions: No. 1077/QD-UBND dated May 16, 2025; No. 0462/QD-UBND dated July 15, 2025; No. 0565/QD-UBND dated July 29, 2025. To date, the total number of administrative procedures in the field of state management under the jurisdiction of the Department of Science and Technology is 194 administrative procedures.

In addition to the achieved results, representatives of agencies and units participating in the meeting also identified and shared some difficulties and problems. Specifically, there is a lack of IT human resources for 102 communes/wards, the information technology infrastructure after the merger is not synchronized, there is no roadmap for building an information security system for the newly established 2-level government...

During the working session, representatives of the working delegation of the Ministry of Science and Technology directly answered questions raised by the locality, while focusing on guiding the implementation of regulations and professional procedures and sharing practical experiences in implementing decentralization and delegation tasks in accordance with local conditions.
