Working delegation of the Ministry of Science and Technology worked in Binh Lu commune

Working with the delegation were comrade Nguyen Minh Hieu - Director of the Department of Science and Technology; representatives of the Department of Science and Technology's professional departments; representatives of telecommunications enterprises Viettel, VNPT, Lai Chau Provincial Post Office ; leaders of the People's Committee and the Public Administration Service Center of the communes: Binh Lu, Ta Leng, Khun Ha, Lai Chau province.

Reporting to the Working Group, the leader of Binh Lu commune said that, implementing Decree No. 132/2005/ND-CP, Decree No. 133/2025/ND-CP dated June 12, 2025 of the Government, Binh Lu commune has issued over 10 documents related to digital transformation, science and technology development, innovation and national digital transformation and related tasks.

Along with that, the commune has effectively operated the province's shared systems, including the effective implementation of the administrative procedure information system, the executive document management system and the online meeting room system. 100% of the management staff have been granted official digital signatures, thereby shortening the approval and circulation process of documents during the performance of tasks.

However, the implementation of the task still has some difficulties due to the system being frequently updated and not being stable; people are still not familiar with operating in the electronic environment; the staff working in information technology is still small and has not been properly trained in information technology; equipment does not meet the requirements for performing the task...

At the meeting, representatives of the communes proposed a number of contents such as: Regularly organizing training courses for officials receiving and handling administrative procedures; coordinating to handle arising errors to ensure smooth operation of the government apparatus; reconfiguring the electronic civil status registration software and connecting online public services with document management software when handling administrative procedures related to policies for people...

Members of the Working Group spoke to answer some issues that the communes proposed, as well as orient some issues for the communes to effectively carry out the digital transformation task when implementing a two-level government...

Concluding the working session, comrade Le Anh Tuan - Deputy Director of the National Digital Transformation Department ( Ministry of Science and Technology ) continued to answer questions related to the working group's field, and affirmed that he acknowledged the opinions and recommendations of the communes and would always accompany the localities to support the tasks of digital transformation, scientific development, and innovation in operating the 2-level local government model.

After the working session, the delegation inspected the Binh Lu Commune Public Administration Service Center.
