An Giang issues document guiding to avoid overcharging at the beginning of the school year

On August 28, Deputy Director of the Department of Education and Training of An Giang province Thieu Van Nam said that in order to collect fees in the 2025-2026 school year in accordance with regulations and avoid overcharging in educational institutions, the Department of Education and Training of An Giang province issued an official dispatch guiding the implementation of some fees at the beginning of the school year to the heads of units under the department, People's Committees of communes, wards, and special zones in An Giang province.

Accordingly, for tuition fees, tuition exemption, and study cost support, the 2025-2026 school year will not be implemented temporarily.

The Department of Education and Training of An Giang province will complete the procedures to advise the Provincial People's Committee to submit to the Provincial People's Council a resolution regulating tuition collection, tuition exemption, and support for learning costs, when there is a Government Decree and a Central document guiding the implementation of Resolution No. 217/2025/QH15 of the National Assembly on tuition exemption and support for preschool and primary school children, and students of general education programs in educational institutions in the national education system.

For school uniforms, follow Circular No. 26/2009/TT-BGDĐT, dated September 30, 2009 of the Minister of Education and Training regulating the wearing of uniforms and graduation gowns of students.

Regarding health insurance, schools shall comply with Document No. 70/BHXH-QLT, dated August 11, 2025 of An Giang Provincial Social Insurance on instructions for collecting health insurance for students in the 2025-2026 school year.

Accident insurance is not a mandatory fee. Schools need to inform and educate parents so that people voluntarily participate and choose an insurance company. Absolutely no coercion is allowed in any form.

The Department of Education and Training of An Giang province also clearly guides the basis for collecting, managing and using fees to support educational activities of schools; the level of fees for services to serve and support educational activities other than tuition fees.

The Department of Education and Training of An Giang province notes that for exam papers, test questions, study materials, semester test papers, classroom decorations, etc. that directly serve students, the school organizes the collection to ensure that the collection and payment are not different.

For classroom purchases, the unit uses school funds or funding according to Circular No. 16/2018/TT-BGDDT, dated August 3, 2018 of the Ministry of Education and Training regulating funding for educational institutions in the national education system.

Schools do not mobilize support to pay teaching fees; directly related expenses for managers, teachers and staff; security and protection activities; fees for looking after students' vehicles; fees for maintaining classroom and school hygiene; rewards for managers, teachers and staff; and costs to support the management of educational institutions.

The Department of Education and Training of An Giang province requires the parent-teacher association to only collect fees directly serving the activities of the parent-teacher association according to the provisions of Circular No. 55/2011/TT-BGDDT, dated November 22, 2011 of the Ministry of Education and Training on promulgating the charter of the parent-teacher association.

Financial revenue and expenditure must be made public according to regulations. Local education management agencies need to coordinate with competent authorities to strengthen state management of revenue and expenditure in educational institutions in the area; be responsible for guiding, inspecting, and applying sanctions to handle violations of regulations on revenue and expenditure in educational institutions in the area.

The Department of Education and Training of An Giang province requires educational institutions to disseminate and propagate regulations on revenue and expenditure in educational institutions so that parents, parent representatives, and teachers clearly understand the regulations. From there, donations and support will be made on a voluntary basis, openly and transparently between parents and educational institutions in accordance with regulations.

The Department requested the People's Committees of communes and wards in the special zone to strengthen inspection and strictly handle cases of teachers oppressing students to collect fees outside of regulations or suggesting students and their parents to buy unnecessary tools for learning activities.

The Department of Education and Training will conduct regular and surprise inspections and strictly handle heads of educational institutions that violate regulations on revenue and expenditure in the area.
