Explaining why Phu Quoc special economic zone has no stable electricity after underground cable incident

Currently, many areas in Phu Quoc special economic zone, An Giang province have power outages or unstable power supply due to the impact of a force majeure incident on the 110kV Ha Tien - Phu Quoc underground cable line.

According to the Phu Quoc Power Management Team, An Giang Power Company, previously, at 1:15 p.m. on November 29, 2025, a force majeure incident occurred in the 110kV Ha Tien - Phu Quoc submarine cable supplying power to the 110kV Phu Quoc transformer station, seriously reducing the power supply capacity for Phu Quoc special zone. This is an important power supply line, currently responsible for most of the load for the entire Phu Quoc special zone.

Immediately after the incident, Southern Power Corporation and An Giang Power Company mobilized forces and equipment to inspect, isolate, assess the extent of damage and deploy a repair plan. However, due to the characteristics of the submarine cable and the complex construction conditions, the repair took a long time and could not be completed in a short time.

Accordingly, some areas of the 22kV medium voltage lines 471PQ, 472PQ, 473PQ, 475PQ, 476PQ, 477PQ, 478PQ, 480PQ of the 110kV Phu Quoc station had their power supply interrupted completely or partially, including: Part of Duong Dong, Cua Can, Ganh Dau, Cua Duong, Bai Thom areas and RECs, LBSs, specialized transformer stations, medium voltage branches in the area; agencies, administrative units; households, production - business establishments, tourism services.
In particular, the Vinpearl area, where many station customers (loads of motels, hotels...) are concentrated, belongs to lines 471PQ and 477PQ, and is currently supplied with electricity through independent medium-voltage transmission lines, which have not formed a loop, have a long power supply radius, and large loads are located at the end of the source.

In the event of a power outage due to an incident, continuing to supply power to this area will potentially result in a large voltage drop, line overload, and failure to ensure power quality standards and overall operational safety for the entire system.

Therefore, in the current period, Phu Quoc Power Management Team is temporarily unable to arrange a stable power supply method for Vinpearl area. It can only consider re-supplying power when the 110kV Ha Tien - Phu Quoc underground cable source is restored or there is a suitable plan to strengthen the grid connection.
The above objective factors force the electricity industry to cut off power, rotate power supply and reduce load to minimize the impact on agencies, units, people and businesses.

While waiting for the 110kV Ha Tien - Phu Quoc underground cable line to be completely repaired, the Phu Quoc Power Management Team will implement a plan to supply power from the 110/22kV Nam Phu Quoc station via the 22kV medium voltage grid, with the capacity to meet about 25 MW of load; organize grid operation in safe mode, not allowing any secondary incidents to arise, protecting the safety of people and property.

Within the total capacity of about 25 MW mentioned above, the Power Management Team will organize a rotation of power supply to the areas of Duong Dong, Cua Can, Ganh Dau, Cua Duong, Bai Thom... based on balancing the load at each time, ensuring that the load capacity of the line and transformer station is not exceeded, while still maintaining the power source for other priority loads in the area.

Accordingly, the Phu Quoc Electricity Management Team has implemented a plan to prioritize power supply for Party and government agencies, armed forces, security and defense units; hospitals, schools, medical facilities; clean water supply systems, communications, telecommunications, and essential public works.

On the other hand, organize power supply in rotation by area and time frame to ensure minimum needs for lighting, living, security and order in residential areas; notify customers in advance through many channels (text, message, phone...) to proactively arrange production and business plans. Mobilize and encourage customers to increase the use of backup generators during alternating power outage hours... Provide technical guidance (within the allowable range) to ensure generators operate safely, in accordance with regulations, and not connect back to the national grid, thereby helping to maintain system stability for the entire area, creating conditions for businesses to maintain operations at a reasonable level.
