Working with the delegation were Mr. Nguyen Minh Hieu - Director of the Department of Science and Technology; representatives of the Provincial People's Committee Office; Board of Directors and specialized departments of the Department of Science and Technology; Provincial Public Administration Service Center and telecommunications enterprises.

Implementing Decree No. 132/2005/ND-CP and Decree No. 133/2025/ND-CP dated June 12, 2025 of the Government, Lai Chau province has led and directed the drastic and synchronous implementation of tasks and solutions on science, technology, innovation and digital transformation; directed the review of all administrative procedures (APs) within the jurisdiction of provincial, district and commune-level administrative agencies in the area after the merger and consolidation.

Update and publish the list of administrative procedures in accordance with the two-level local government model, ensuring compliance with legal regulations and consistency on the National Public Service Portal, specifically: Total number of administrative procedures under the jurisdiction of localities: 1,092 (852 administrative procedures under 28 decrees on decentralization and delegation of authority). Provide 25 integrated online public services on the National Public Service Portal. Provide 982 online public services with an average number of records generated of 10 records/year/province.

For the Provincial Public Administration Service Center, receiving and handling administrative procedures here, from January 1, 2025 to August 21, 2025, 20,157 records were received and 19,568 records were processed.

From July 1 to August 27 alone, the Provincial Public Administration Service Center received 4,378 applications (of which, the total number of applications received online was: 1,374 applications, accounting for 31.38%; the number of applications received directly or by post was 3,004, accounting for 68.62%).

At the meeting, the representative of the Provincial Public Administration Service Center requested the competent authority to consider and adjust the criterion of "only providing online public services with an average number of records of each public service arising at least 1,000 records/year/province"; requested the Ministry of Science and Technology to preside over and evaluate the overall connection and sharing of System data between ministries, branches and the Administrative Procedure Processing Information System of the provinces to have a plan to resolve the above errors, creating conditions for officials and civil servants to receive and process administrative procedures to ensure smoothness, especially interconnected administrative procedures; the Government Office evaluates the results of receiving and returning results of processing administrative procedure records based on the regulations of each administrative procedure.

Speaking at the working session, members of the Working Group received recommendations and answered a number of issues within their authority according to regulations.

Concluding the working session, Comrade Le Anh Tuan - Deputy Director of the National Digital Transformation Agency requested the members of the Working Group to accept the recommendations and proposals, and promptly resolve those within their authority. Regarding other contents, the Group will synthesize and report to the leaders of the Ministry and the Government for resolution according to regulations.

Comrade Le Anh Tuan also said that, implementing the task of digital transformation when operating a two-level government, many localities also have problems arising. That is also the reason why the Ministry organizes working groups to visit localities to listen and take notes, thereby coordinating to gradually resolve and remove problems, especially ensuring policies for those directly implementing the task of digital transformation...
