Early investment and upgrading of ferry system to serve Tam Hai people

Removing traffic problems

Mr. Huynh Van Cuong, Chairman of Tam Hai Commune People's Committee, said that currently there are 3 ferry routes in the commune, but all are degraded and operating at a low level.

According to Mr. Cuong, the Binh Trung - Xuan My ferry route is managed by the Commune People's Committee, with about 50 trips per day, carrying 200 passengers and 100 motorbikes. The QNa - 0886 ferry with a capacity of 22CV has been in service for more than 10 years and has undergone 20 inspections. However, on the 21st inspection, the inspection agency requested additional design modifications and fire prevention and fighting according to new regulations.

Meanwhile, the greater pressure is on the Tam Hai - Tam Quang route because this is the island's main artery. On average, the QNa - 0785 ferry (Long Hai ferry) transports 2,000 people, 1,600 motorbikes and 50 cars every day. However, this means of transport has seriously degraded and cannot operate properly.

It is expected that on September 1, the Long Hai ferry will be overhauled and inspected. Meanwhile, the replacement vehicle, the Quang Hai QNa - 0841 ferry, can only carry 40 people and 30 motorbikes, not cars, so it cannot meet the people's transportation needs.

In addition, the ferry route Long Thanh Tay - Dong Xuan (old Tam Giang commune) does not have qualified vehicles. Tam Hai commune is also confused in management and contracts with management staff because the legal bases have expired.

Faced with the above situation, Tam Hai Commune People's Committee has proposed to Da Nang City People's Committee to support the conversion and repair of ferries QNa - 0785 and QNa - 0886.

At the same time, the city is expected to direct the armed forces units stationed in the area to support vehicles serving the people and students during the time the QNa - 7085 vehicle is inspected. In addition, Tam Hai commune proposed that the city provide additional funds to disburse, ensuring the progress of the project to build 2 new ferries; arrange new vehicles for the Long Thanh Tay - Dong Xuan route; and soon have a policy to support ferry fares for the people.

In addition, the leaders of the Department of Construction proposed that the City People's Committee issue a document requesting the border guards and military forces to support transportation for students and residents when the ferries are temporarily suspended. And prioritize capital allocation to disburse the project to build 2 new ferries; provide guidance on financial and personnel management mechanisms for Tam Hai commune; add Tam Hai ferry terminals to the planning...

Facilitate smooth operation of ferry routes

Based on the opinions of local authorities, departments and branches, Vice Chairman of Da Nang City People's Committee Le Quang Nam has just conducted a field inspection to remove obstacles.

The Vice Chairman of the City People's Committee assigned the Department of Construction to preside over and coordinate with the People's Committee of Tam Hai commune and related units to proactively provide documents for the Registration Department No. 4 to inspect and handle the registration extension for vehicles with QNa - 0785 in accordance with regulations.

Regarding the proposal to supplement funding for repairing the QNa - 0785 ferry, the People's Committee of Tam Hai commune needs to coordinate with the Department of Construction to urgently establish tasks and estimate investment costs for vehicle repair, send them to the Department of Finance before August 29 for inspection, report and propose the City People's Committee to consider and decide before September 6.

During the repair of vehicle QNa-0785, the city assigned the People's Committee of Tam Hai commune to widely inform the people about the vehicle repair, the implementation time and the traffic diversion plan so that people are aware and proactive in the process of circulating in the area. In case of emergency situations such as emergency, fire or sudden damage to the ferry QNa - 0841, the People's Committee of Tam Hai commune will proactively contact and coordinate with the City Border Guard Command to provide timely support.

Regarding the difficulties in implementing the project of building 2 new Tam Hai ferries, Vice Chairman of the City People's Committee Le Quang Nam assigned the Department of Construction to preside over and coordinate with the Department of Finance, Tam Hai Commune People's Committee and related units to work specifically with the construction unit of the 2 new Tam Hai ferries to commit to the quality and completion progress. There is a suitable disbursement plan to soon hand over and put into use 2 new ferries to ensure the travel needs of the people in the coming time.

At the same time, the People's Committee of Tam Hai commune must promptly synthesize and report the proposal for additional funding to the Department of Finance before September 15, 2025 for synthesis and reporting to the City People's Committee for consideration and decision. In addition, the Department of Home Affairs is responsible for issuing documents guiding the People's Committee of Tam Hai commune on the financial management mechanism and labor contracts for ferry service staff to implement in accordance with regulations.

Regarding the operational problems at the Binh Trung - Xuan My ferry terminal, after the project to build 2 new Tam Hai ferries is completed and put into use, it is possible to consider transferring the ferry with registration number QNa-0785 and ferry QNa - 0841 to operate at the Binh Trung - Xuan My ferry terminal area.

Regarding the activities at the Long Thanh Tay - Dong Xuan village ferry terminal, the city assigned the Department of Construction to preside over and coordinate with the People's Committee of Tam Hai commune to study and propose investment in building new vehicles to meet the travel needs of people in the area, ensuring traffic safety; report to the City People's Committee for consideration and decision in September 2025.

The City People's Committee will consider developing investment plans, supplementing facilities and infrastructure at ferry terminals to ensure traffic safety and operating conditions in accordance with regulations, including all ferry routes connecting from Tam Hai commune to neighboring communes.
