Chairman of the City People's Committee Pham Duc An: Building Tam Hai into an eco-tourism urban area

DNO - On the afternoon of November 9, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Pham Duc An and leaders of the Da Nang City People's Committee had a working session with the leaders of Tam Hai island commune. According to Mr. Pham Duc An, Tam Hai commune needs to clearly define the vision of building an island commune in the direction of an ecological, modern and sustainable urban tourism area, creating its own unique marks and highlights to attract tourists.

Also attending the meeting were Vice Chairmen of the City People's Committee Tran Nam Hung, Nguyen Thi Anh Thi and leaders of departments, branches and sectors.

According to the report of the Commune People's Committee, the marine economy is the main industry, playing a key role in the local economic structure. Currently, the whole commune has 413 boats with an average seafood output of 4,085 tons/year, bringing in a value of 85.4 billion VND. The aquaculture sector also reached 779.4 tons, worth 79.1 billion VND.

In addition to the marine economy, Tam Hai also has 3.3 hectares of agricultural land with a crop yield of 3.2 tons/year (worth about 112 million VND) and 228 hectares of forestry land, including 100 hectares of protective forest, 116 hectares of production forest and 12 hectares of mangrove forest. Small-scale industry, trade, tourism and services also develop steadily, contributing 9.9% to the total annual product value of the commune.

Currently, the commune has 197 business establishments, creating regular jobs for more than 950 workers. In the period 2020 - 2024, the total commune budget revenue reached an average of more than 31 billion VND/year, an increase of 284.26%/year; the commune-managed part increased by 12.38%/year. Up to now, Tam Hai has achieved 16/19 advanced new rural criteria, maintaining 4 villages meeting model new rural standards. The average income per capita in 2025 is estimated at 70.5 million VND/year.

At the meeting, representatives of Tam Hai commune proposed that the city support 15 billion VND/year in public investment capital (in addition to the general allocation rate) to accelerate the infrastructure modernization process, soon complete the goal of building advanced and exemplary new rural areas, and turn Tam Hai into an economic development pole in the south of the city.

The commune also proposed to allocate a budget of about 230 billion VND to invest in essential infrastructure projects such as: upgrading the commune's central road, the road from the ferry terminal to Tran Phu Primary School, the embankment system in villages 3 and 4, the coastal road and the commune's sports area.

Regarding tourism development, the commune proposed that the city soon develop a "Project for tourism development in Tam Hai commune for the period 2026 - 2030, with a vision to 2040", while promoting investment attraction to effectively exploit the potential of sea and island tourism. The locality also suggested that in the period 2026 - 2030, when implementing the Cua Lo channel dredging project, the city should study the plan to adjust the waterway traffic route, create conditions for building a bridge to the island, meeting the people's wishes and opening up opportunities for sustainable development.

Taking note of the recommendations, the leaders of the City People's Committee highly appreciated the potential for tourism development and marine economy of Tam Hai, while emphasizing the need for synchronous planning, infrastructure investment and environmental protection towards sustainable development.

Concluding the meeting, Chairman of the City People's Committee Pham Duc An praised the efforts of the government and people of Tam Hai in implementing the two-level government model. He emphasized that the commune needs to clearly define the vision of building an island commune in the direction of an ecological, modern, and sustainable urban tourism area, while at the same time creating its own unique marks and highlights to attract tourists.

“Localities must create new, unique tourism products with their own appeal. To do this, there needs to be synchronous coordination between departments and branches and the determination and initiative of local authorities,” Mr. Pham Duc An directed.

The Chairman of the City People's Committee requested the commune to coordinate with the Department of Construction to review and adjust the planning to suit the new development orientation. At the same time, it is necessary to improve the quality of OCOP products, identifying this as a typical product group serving tourism and promoting the local image. He also assigned the Department of Culture, Sports and Tourism to coordinate with relevant units to support Tam Hai in realizing the goal of becoming a model island tourism city, with synchronous infrastructure, safe and friendly living environment, contributing significantly to the overall development of the city.

Earlier, at noon of the same day, Chairman of the City People's Committee Pham Duc An and the working group conducted a field survey along the Truong Giang River, from Cua Dai area to Tam Hai commune. Records at the scene showed that many sections of the river were seriously silted up, narrowing the flow and obstructing the traffic of ships, posing an urgent need for dredging and clearing. Next, the group inspected the coastal road project serving tourism development, connecting tourist areas and spots of the city.
