On the afternoon of October 30, a working delegation of the Central Committee for Mass Mobilization led by Comrade Pham Tat Thang, member of the Party Central Committee, Permanent Deputy Head of the Central Committee for Mass Mobilization, came to survey, grasp the situation, thoroughly grasp and implement mass mobilization work in the province.

The working delegation listened to reports on the situation of disseminating, deploying, and organizing the implementation of Central documents on mass mobilization work, focusing on the implementation of the Resolution of the 13th National Party Congress on mass mobilization work; Decision No. 23-QD/TW, dated July 30, 2023 of the Politburo ; Resolution No. 25-NQ/TW and Conclusion No. 43-KL/TW on mass mobilization work; the replication of typical models and examples of "Skillful Mass Mobilization" in various fields in the locality.
Discuss the situation of deployment and implementation of mass mobilization work, ethnic and religious work; results of coordination between the Vietnam Fatherland Front, socio-political organizations, mass organizations and relevant agencies and units in the past time.
In the period of 2020 - 2024, Party committees and authorities at all levels will promote the dissemination and implementation of documents of the Party Central Committee and the Provincial Party Committee on mass mobilization work, creating changes in awareness and actions of the political system at all levels on mass mobilization work, especially leaders, leaders and managers; promoting the role of the people in participating in Party building, building a clean and strong government and political system.
In 2023, the Provincial Party Committee directed the summary of 10 years of implementing Resolution No. 25-Q/TW, and the preliminary summary of 5 years of implementing Conclusion No. 43-KL/TW. The summary report affirmed: After 10 years of implementing Resolution No. 25-NQ/TW and 5 years of implementing Conclusion No. 43-KL/TW, the province's mass mobilization work has had many positive changes, contributing significantly to the implementation of the goals set out by the Resolutions of Party Congresses at all levels. Awareness of the role and position of mass mobilization work of the political system at all levels, of cadres, party members, heads of agencies and the masses has been raised. Party building work has achieved many important achievements. Mass mobilization work in State administrative agencies at all levels has been constantly innovated, improving the quality and efficiency of serving the people through the following activities: administrative reform, administrative procedure reform; strengthening public reception, dialogue with people and businesses; Resolve citizens' complaints and denunciations; promote people's mastery in building mechanisms and policies, and in implementing economic and social development programs and projects related to the people... The armed forces in the province regularly innovate mass mobilization work to suit the new situation.
The whole province registered to build 13,268 "Skilled Mass Mobilization" models in various fields, of which 10,295 models were recognized. The "Skilled Mass Mobilization" models spread widely, becoming a common emulation movement of the entire political system, creating positive social effects, contributing to innovation, improving the effectiveness of mass mobilization work, attracting the attention, agreement and response of all classes of people. Typical examples include: The economic development model of growing anise and lemongrass in Bao Lam district; the model of mobilizing people to donate land for internal roads, building new rural areas in Trung Khanh district; some models associated with emulation movements: "The masses participate in self-management of border markers, security and order in villages and hamlets in border areas"; implementing "Skilled Mass Mobilization" in 3 peak periods of propaganda and struggle to eliminate the illegal organization Duong Van Minh in the province; “The 100-day and night peak campaign to complete the site clearance for the Dong Dang (Lang Son) - Tra Linh ( Cao Bang ) Expressway Investment Project under the public-private partnership (PPP) model (phase 1); "The entire people unite to build new rural areas and civilized urban areas"... has maximized the people's internal strength in economic and social development, ensuring national defense and security.
The province has directed the effective implementation of ethnic policies and 3 National Target Programs for the period of 2021 - 2025 in conjunction with the implementation of social security work in ethnic minority areas, remote areas, and extremely disadvantaged areas. The Provincial Party Committee issued Resolution No. 16-NQ/TU dated January 31, 2023 on leading the implementation of support for the elimination of temporary and dilapidated houses in the province for the period of 2021 - 2025, with the drastic and synchronous participation of Party committees and authorities at all levels, the high consensus of the people and the support of philanthropists. To date, 8,799/16,627 households have been supported; the total disbursed support fund is VND 341,113 million. In 2024, 3,206/7,121 households were disbursed, reaching 45% of the annual plan target, with a total disbursed capital of 107,680 million VND, determined to eliminate temporary and dilapidated houses in the period of 2021 - 2025 before the Provincial Party Congress; preferential policies for people with revolutionary contributions, care for the poor, social protection beneficiaries; child protection and care - gender equality; social insurance policies, unemployment insurance, wages; building harmonious and progressive labor relations. Notably, the activities of the Provincial Party Committee and the Provincial Steering Committee for Religious Affairs organized delegations to give gifts and celebrate the Lunar New Year to 60 hamlets and typical ethnic minority and religious households with a total budget of over 3.6 billion VND; established delegations to attend the national great unity festival in some residential areas; directing the organization of traditional festivals and Mong ethnic cultural festivals in districts...
The Vietnam Fatherland Front Committee, political and social organizations strengthen coordination with agencies and units to effectively carry out mass mobilization and social security work; carry out the work of receiving people, handling petitions, complaints and denunciations of citizens; contact voters, supervise and criticize society... Coordinate to mobilize support for the "New Rural Construction" Fund of nearly 29 billion VND; the "For the Poor" Fund of over 153 billion VND, the "Relief" Fund of the province of 5.3 billion VND, the "Repaying gratitude" Fund of 11 billion VND. From the above funds, the province supports disadvantaged hamlets and communes, moves livestock barns out of the floors of houses, cultural institutions, invests in building infrastructure, overcomes the consequences of natural disasters; repairs martyrs' cemeteries, supports people with meritorious services, policy families; supports poor households to build new and repair houses; gives Tet gifts to the poor; supports livelihoods; Support scholarships and medical expenses for poor students and poor patients.
At the meeting, Cao Bang province proposed: The National Assembly and the Government continue to study and promulgate policies to support economic and social development, training and recruitment of special cadres and civil servants, creating conditions for poor mountainous border provinces with a large concentration of ethnic minorities to have the opportunity to narrow the gap with neighboring provinces. Research and develop the Ethnic Law to institutionalize the Party's policies, the Constitution's regulations on ethnic groups and ethnic policies.
It is recommended that the Central Committee for Mass Mobilization regularly and promptly inform localities about new plots, methods and tricks of hostile forces in exploiting ethnic and religious issues to sabotage the Party, the State and the great national unity bloc so that they can be more proactive in prevention, combat and containment. Strengthen the organization of training courses and professional development in mass mobilization, ethnic and religious work for mass mobilization cadres at all levels to meet the requirements of tasks in the new situation. Integrate basic professional skills in mass mobilization work; points to note; new information in the Mass Mobilization handbook into a manual for mass mobilization work, creating favorable conditions for grassroots cadres to carry out their tasks.
Concluding the working session, Deputy Head of the Central Committee for Mass Mobilization Pham Tat Thang suggested that Cao Bang province continue to pay attention to building and promoting the strength of great national unity, effectively implementing Resolution No. 25 of the 11th Party Central Committee on strengthening and innovating the Party's leadership in mass mobilization work in the new situation and Conclusion No. 43 of the Secretariat (12th tenure) on continuing to implement Resolution No. 25. Decision No. 23 of the Central Committee on promulgating the regulations on mass mobilization work of the political system. Continue to propagate and mobilize people to well implement the Party's guidelines and policies, the State's laws and policies. Promote the Party's leadership role in mass mobilization work, continue to focus on socio-economic development, ensure national security and defense, and improve people's lives. Effectively implement 3 national target programs, the program to support the elimination of temporary and dilapidated houses; Pay attention to doing well the work of ethnic and religious affairs.
2025 is a year with many important events for the Party and the country, especially the year of organizing Party Congresses at all levels towards the 14th National Party Congress. It is recommended that the province increase its attention to grasping the people's ideological situation related to Party Congresses at all levels and major political events of the country and the province in the coming time. Promote the strength of great solidarity, be proactive in preventing and fighting, and prevent problems from arising right from the grassroots. Regarding the province's proposals and recommendations, the delegation will synthesize and report to competent authorities for consideration and resolution, in order to continue perfecting legal policies on ethnic affairs in the new situation.
Receiving the instructions of the Deputy Head of the Central Committee for Mass Mobilization, Comrade Trieu Dinh Le, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed that these will be major orientations in the province's mass mobilization work in the coming time. The Party Committee, government and people of all ethnic groups in Cao Bang province are always united and have absolute trust in the leadership of the Party and in the cause of national renewal. Continue to pay attention to guiding and helping mountainous border localities to have conditions to effectively implement the National Target Program on socio-economic development of ethnic minority and mountainous areas.
