Two-level local government ready to operate - Part 2: Proactive and creative towards a streamlined, effective and efficient administrative apparatus

July 1, 2025 marks an important milestone in the extensive administrative reform, aiming to create a streamlined, efficient and closer-to-the-people government apparatus. Currently, the provincial Party Committees and authorities are urgently completing the final preparations for facilities, technical equipment, etc. to ensure smooth operation.

Maintain identity, creativity, urgency, responsibility to ensure the right roadmap

Nung Tri Cao Ward was established on the basis of merging 3 administrative units (ADUs): Song Bang Ward, Ngoc Xuan Ward, Vinh Quang Commune. After the merger, it is expected that the ward will have 96 cadres and civil servants belonging to the Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee and socio- political organizations. In the immediate future, the headquarters of the Party Committee, People's Council, and People's Committee of Nung Tri Cao Ward will be located at the current headquarters of Song Bang Ward. Regarding the total area, working rooms and some other conditions are not yet guaranteed, but in the past time, cadres and civil servants have worked at full capacity to ensure official operation from July 1, 2025. The work of inventorying, arranging files and documents has been completed, packing, sealing, preparing working rooms and equipment for the departments of the new ward has been basically completed.

Nung Tri Cao Ward deploys tasks to prepare for official operation

In recent days, at the ward headquarters, the work has been carried out very urgently and seriously. All testing activities have taken place according to the province's plan and the scenario developed by the ward. The meeting of the Standing Committee of the Ward Party Committee has been carried out with work contents being evaluated and lessons learned in a timely manner. Determining the implementation of political tasks associated with digital transformation, all activities are aimed at e-government and digital government. From the stage of preparing facilities and equipment, the ward has fully supplemented computers, printers, scanners, transmission lines, and network equipment to ensure stable connections for administrative procedure processing activities in the digital environment, organizing for cadres and civil servants to fully participate in the online trial operation session using a number of information systems serving the activities of the 2-level local government.

With the policy of serving the people, at the carefully prepared Public Administration Center, civil servants are fully informed of the guiding documents, guidelines and policies of the Party and State related to the implementation of tasks according to the 2-level government model, building e-government and digital government.

Ms. Nong Thi Minh Trang, Song Bang Ward, who was doing the environmental registration procedure for her production facility online for the first time, was supported and guided by staff at the Public Administration Center. She said: Online environmental registration through the information portal is more convenient and has a specific date and time. Submitting the application online helps save time, travel costs and the application is processed quickly and transparently. All administrative procedures are digitized and the staff enthusiastically guided me. I am very satisfied.

As a locality established on the basis of merging the original status of 5 administrative units: Tan Giang Ward, Duyet Trung Ward, Hoa Chung Ward, Chu Trinh Commune (City) and Le Chung Commune (Hoa An), the new Tan Giang Ward has more difficult socio -economic development conditions than other localities, and the infrastructure for operation is still lacking. To ensure that the new commune-level administrative unit operates according to schedule, in the past few days, officials and civil servants have taken advantage of every hour, every day, including weekends, to urgently rearrange the working space, improve the landscape of the headquarters campus; at the same time, rearrange the one-stop department in a convenient and scientific direction, meeting the new government model.

According to Deputy Secretary of the Party Committee, Chairman of the People's Committee of Tan Giang Ward Nguyen Minh Chau, the trial operation helps the ward's staff and civil servants get acquainted with new operating procedures, contributing to changing their mindset from "management" to "service" with a higher sense of responsibility and better requirements. This is a very necessary preparation step, not only a technical test, but also a comprehensive test of the organizational capacity, adaptability and service spirit of the grassroots government apparatus, creating an important foundation for the transition to a 2-level government model that operates effectively and efficiently, for a modern, transparent and friendly administration, serving the people.

To ensure the smooth and urgent operation of the new administrative apparatus, the Provincial Party Committee and the Provincial People's Committee issued a plan to organize a trial operation of the operations of Party, State, and Fatherland Front agencies of communes and wards in the province from June 20 to 26, 2025. With a high sense of responsibility, 56 commune-level administrative units implemented the following contents: Organizing a trial operation of the administrative apparatus of communes and wards to practice and perfect the steps, procedures, and work in the direction and operation activities; the ability to receive, resolve, and return results of administrative procedure records of the People's Committee and of commune and ward officials and civil servants for individuals and organizations with requests to resolve administrative procedures; ensuring smoothness, continuity, speed, effectiveness, and efficiency; being close to the people, close to the people, and serving the people best. The testing process not only helps to detect and promptly overcome procedural bottlenecks but also creates conditions to improve the skills of the team of commune officials and civil servants; at the same time, it checks the synchronization and smooth coordination between the People's Council and the People's Committee right from the beginning.

Director of the Department of Home Affairs Nguyen Lam Thi Tu Anh said: Departments and branches have fully performed their tasks to be ready to switch to operating the new government, through the trial operation of Party and State agencies, Fatherland Front agencies of communes and wards in the province to ensure the two-level government system officially operates from July 1, 2025. In its advisory role, the department continues to coordinate with the Provincial Party Committee's Organizing Committee to review and arrange leaders, civil servants and public employees in new communes. Advise and guide units to issue decisions on receiving appointments and assigning work to civil servants, public employees and workers; develop, complete and approve decisions on the list and number of job positions, restructure the staff, civil servants and public employees; develop plans, roadmaps and implement the arrangement of the number of leaders, managers, redundant cadres, public employees and workers associated with streamlining the payroll at new units; resolve policies and regimes...
