Thoroughly grasping the spirit of Resolution No. 57-NQ/TW of the Politburo on science, technology development, innovation and national digital transformation, Quang Ninh is promoting the synchronous implementation of solutions, towards a service-oriented, transparent, effective and people-centered administration.
Quang Ninh has issued an Action Plan to concretize the vision and guideline for all actions, striving to become one of the pioneering localities in the Fourth Industrial Revolution.
The province has deployed many solutions to promote comprehensive digital transformation by having 100% of administrative procedures from the provincial to communal levels standardized according to ISO processes and implemented entirely through a single-window software system.
Along with that, continue to promote investment in telecommunications infrastructure, develop to meet the requirements of widespread coverage and reaching villages.
Quang Ninh is also one of the localities that has early implemented programs to support the innovative startup ecosystem based on the establishment of 2 technology incubation centers and science and technology enterprises in the fields of pharmaceuticals and fine art ceramics; established the Innovation Startup Center of Ha Long University. At the same time, it is also a locality that is continuously in the top 10 provinces and cities with the highest local innovation index (PII) nationwide.
Entering the new term, Quang Ninh is focusing on renewing its approach, focusing on institutional innovation, transforming it from a barrier into a driving force and competitive advantage for development.
On the basis of continuing to inherit the innovative, creative, daring to think and dare to do mindset, the province is researching and building a roadmap to test a number of new controlled policies; allowing the testing of new technologies and business models without being bound by old regulations, creating space for innovation.
Along with that, provincial venture capital funds will be established, using the state budget as "seed capital" to lead and attract socialized resources to invest in high-tech start-up enterprises, turning the government into a strategic investor for the future.
Quang Ninh is also researching investment in high-tech zones with superior mechanisms, internationally competitive enough to attract strategic technology investors globally.
To facilitate attracting investors and support people and businesses, the province is stepping up the review and further simplification of administrative procedures, thoroughly decentralizing according to the 2-level local government model in the fields of investment, construction, finance, natural resources and environment.
The province will also build a unified, seamless data infrastructure based on the consistent principle of “one system, one single data, one seamless data” to turn data from resource warehouses into a “data economy.”
In particular, we will transform the public service delivery model from passive, waiting for people to request to proactive service; knowing how to forecast and promptly respond to people's needs, striving that by 2030, all administrative procedures will be provided as full-process online public services.../.
