The Ministry of Health has just issued Directive 07-CT/BYT dated October 1, 2025 on strengthening management and improving the quality of medical examination and treatment activities at medical examination and treatment facilities.
The Directive clearly stated that in recent times, medical examination and treatment nationwide have had many positive changes. The system of public and non-public medical examination and treatment facilities has been invested and developed in an advanced and modern direction; Treatment capacity and quality of medical service provision have been increasingly improved, gradually contributing significantly to meeting the increasingly high and diverse health care needs of the people.
However, the Ministry of Health informed that recently there have been a number of violations of regulations in medical examination and treatment at a number of medical facilities, affecting the rights and safety of patients, causing public outrage and affecting the reputation of the health sector. Typically, private clinics operate illegally, do not meet the conditions for practicing in terms of facilities, equipment, human resources or hire others to register their activities.
Notably, a number of beauty salons, cosmetic service establishments, cosmetic medical examination and treatment establishments, and medical examination and treatment establishments with foreigners have committed many violations in providing services outside the scope of their licenses; False advertising, causing confusion to patients; Taking advantage of the names of foreign experts and doctors of unknown background to examine and treat patients in violation of regulations or giving unreasonable treatment advice; Performing invasive procedures in violation of regulations; Deceiving patients, collecting money in violation of regulations, and declaring costs in a non-transparent manner.
To strengthen management and improve the quality of medical examination and treatment activities at medical examination and treatment facilities, the Minister of Health instructed the Department of Health of provinces and centrally-run cities to step up propaganda, dissemination and guidance on the implementation of legal regulations on medical examination and treatment, professional regulations and technical procedures according to the guidance of the Ministry of Health to facilities in the management area.
The Department of Health of the province and city shall publicize information on the list of medical examination and treatment facilities that have been granted operating licenses, along with the scope of professional activities, operating time, list and scope of professional activities of practitioners; Post and publicize information on service prices at the facilities so that patients know, choose to use the services and report any violations. At the same time, coordinate with media and press agencies to disseminate and guide people to access, look up and find information before going to the hospital for examination and treatment.
Relevant units should strengthen the reception of people's feedback and complaints through maintaining and effectively operating hotlines, social networking platforms, online reception systems and other information channels; strengthen inspection, examination and supervision of medical examination and treatment activities.../.
