In their discussions, delegates were unanimous in the need to amend and supplement the Law on Health Insurance and promulgate the Law on Data; discussion opinions suggested adding mine victims, students, regular and reserve militia, and village and hamlet health workers to the health insurance coverage.
Delegate Ma Thi Thuy spoke about the draft Law on Amending and Supplementing a Number of Articles of the Law on Health Insurance.
Participating in the discussion, delegate Ma Thi Thuy highly agreed with the draft Law on Health Insurance. The delegate emphasized that the draft has removed many obstacles and shortcomings of the current law such as: Expanding health insurance coverage, transferring to another hospital without a referral for serious illnesses; paying health insurance for strabismus, myopia and refractive errors of the eyes for people under 18 years old instead of 6 years old as at present...
In addition, delegate Ma Thi Thuy proposed to transfer the group of health insurance participants who are part-time workers at the commune level to the group supported by the State budget to pay health insurance.
Regarding the issue of payment for health insurance examination and treatment costs, delegate Ma Thi Thuy said that there is currently a shortage of some medicines and medical supplies, so many patients have to pay for their own medicines and medical supplies on the list of health insurance payments. The Ministry of Health has issued Circular 22/2024/TT-BYT to remove and resolve this issue, however, delegates are still concerned because this Circular takes effect from January 1, 2025. On the other hand, payment of health insurance costs according to this Circular creates procedures, causing inconvenience to people. At the same time, medical examination and treatment facilities also have a large amount of work due to having to compare documents, medicine lists, etc.
Regarding the subjects participating in health insurance, delegates proposed to add a number of subjects participating in health insurance as stipulated in Decree No. 75/2023/ND-CP dated October 19, 2023 of the Government, including: Subjects are people in safe zone communes, revolutionary safe zone areas during the resistance war against France and the US, whose health insurance is paid by the state budget; ethnic minorities escaping from areas with difficult socio -economic conditions, areas with especially difficult socio-economic conditions.
Delegates also proposed to review the regulations on medical examination and treatment facilities with and without health insurance contracts in Articles 24 and 31 of the Draft to ensure consistency and avoid conflicts and overlaps.
Delegate Lo Thi Viet Ha discussed the Draft Law on Data.
Speaking at the discussion to give opinions on the Draft Law on Data, delegate Lo Thi Viet Ha suggested that it is necessary to carefully evaluate and review the financial resources, human resources, facilities, and technical infrastructure of the National Data Center; connect and share data between the National Data Center and specialized data systems; prescribe technical standards to ensure synchronous connection between National data and Specialized data; add a number of databases to the national data such as the National Public Service Portal, specialized data, and other data; prescribe the responsibilities of the competent authority regarding data collection, updating, management, and exploitation services of National data; and prescribe the promotion of digital data in mountainous ethnic minority areas.
