Speaking at the event, Nguyen Hong Dan, Deputy Director of the Hanoi Department of Education and Training and expected to be the new Secretary of the Lang Ward Party Committee, stated: The conference discussed and provided feedback on the Draft Regulations on the Working Procedures of the Party Committee, Standing Committee, and Executive Committee of the Lang Ward Party Committee, term I, 2025-2030. This will serve as a guiding principle for leadership, management, and coordination within the entire political system of the ward in the coming period.

In addition, the Conference reviewed and approved the Decision on the establishment of agencies, units, and organizational structures under the Party Committee of the ward. The Conference also heard and discussed the Draft guidelines, tasks, and targets for Party building, political system building, socio- economic development, and national defense and security for the last six months of 2025.

In addition, the conference discussed the Plan for organizing the First Lang Ward Delegates' Congress, leading up to the 18th Hanoi City Party Congress; the Delegate allocation plan and delegate allocation schedule for the ward congress; and the Decision on establishing subcommittees to serve the Congress…

Previously, the newly elected Executive Committee of the Lang Ward Party Committee held a trial run of its first Executive Committee meeting.

Also this afternoon, the People's Council of Lang (new) ward conducted a trial run of its first meeting to consider and decide on matters within its jurisdiction.

The session addressed the following issues: Announcing resolutions of the Standing Committee of the City People's Council and the Standing Committee of the Ward People's Council on personnel matters. Simultaneously, it considered submissions from the Standing Committee of the People's Council and the Ward People's Committee, as well as verification reports from the People's Council Committees, to discuss, decide upon, and pass resolutions, including many important contents related to the organizational structure and personnel of the People's Council, and decisions on the socio-economic development plan and local budget for the last six months of 2025.

To ensure the effective operation of the two-tiered local government model, since June 20th, the Party Committee, People's Council, and People's Committee of Lang (new) ward have meticulously prepared the necessary conditions for developing, receiving, and testing scenarios and programs for operating the two-tiered local government model.

During the trial operation, the units promptly provided guidance, resolved obstacles and difficulties, and addressed practical issues and suggestions, ensuring timely, smooth, and effective implementation, creating an important foundation for the official operation of the two-tiered government model from July 1, 2025.

The new Lang Ward was established from Lang Thuong Ward, most of Lang Ha Ward and part of Ngoc Khanh Ward (Ba Dinh District), with a natural area of 1.85 km2 and a population of 74,570 people.
