In the past time, in general, units, communes and wards have strictly implemented the management and use of public assets in accordance with the provisions of law. The management and use of public assets have been implemented uniformly, with clear decentralization of authority and responsibility of each unit. However, there are still limitations such as: Some leaders of agencies and units have not really paid attention to and directed the management and use of public assets at the unit, have not proactively developed regulations, have not assigned officers and civil servants in charge of managing and monitoring assets; have not conducted annual inventory and asset evaluation. Units have not promptly updated books reflecting the situation of asset increases and decreases; the reflection is not complete, not true to the actual situation of the unit, not on time as prescribed. Reporting on the situation of increases, decreases, liquidation, transfers and depreciation is carried out regularly, but many units, communes and wards have not implemented it correctly and completely, the reports are still formal. Leaders of agencies and units have not been bold enough to handle violations. At the same time, strengthen propaganda and education , especially for the heads of each unit on asset management, strengthen inspection and supervision of implementation and strictly handle units violating the management and use of public assets. Issue documents guiding units to implement regulations on the use of public assets; regularly inspect, review, maintain traffic, irrigation and domestic water works managed by the City People's Committee.
