Kim Tra Party Committee not only did a good job in organizing the apparatus but also created a "new ground" in development thinking. Restructuring the staff, streamlining the payroll, strengthening inspection and supervision, taking the effectiveness of serving the people as the real measure for each cadre and each leadership decision. From the policy of the Party cell secretary concurrently being the head of the residential group to the fact that 100% of petitions and complaints were handled without going beyond the level - all were the results of a real, non-formal way of mass mobilization, "measured" by the people's trust.

The one-stop shops of old wards and communes were quickly merged into the Kim Tra Public Administration Service Center; the rate of online public service usage has increased steadily over time; people coming to transact always receive friendly smiles, detailed, thoughtful and effective instructions...

From the government's perspective, a smart city is not simply about "magnificent" machinery and equipment or a dense surveillance camera system, but it is about 100% concrete alleys and lanes; synchronization of planning, traffic, irrigation, lighting; GIS data on each waste collection point, environmental sanitation; synchronization of all data systems to connect with Hue-S and the city's smart platforms. From the people's perspective, a smart city is when they enjoy the best, most timely, and most effective services. And Kim Tra has been doing well on these issues.

Expectations of a smart city

From a land with modest economic scale, Kim Tra has now become an indispensable "piece" in the development orientation of Hue city when the total public investment capital in the period of 2026 - 2030 is expected to reach over 5,000 billion VND, an increase of nearly 33% compared to the previous period - a leap in both investment and expectations.

In the growth picture, Kim Tra's economy is still proving its role as a "satellite" when the average GDP in the period of 2020 - 2025 reached 7.12%, the average income reached 67.7 million VND/person/year. By 2025, the poverty rate will be only 1.14% (96 households). And with the roadmap of taking 3 pillars as a breakthrough in socio-economic development: Industry - services - high-tech agriculture , Kim Tra boldly sets the target that by 2030, the whole ward will have no more poor households with working capacity; the average income will reach 136.5 million VND/person/year.

According to Mr. Ho Le Hoang Thinh, Chairman of Kim Tra Ward People's Committee, Huong Xuan Industrial Cluster (58ha) is currently invested in synchronous infrastructure, expected to operate from the beginning of 2027 with the goal that by 2030, the whole ward will have 150 enterprises, contributing a high index to the budget, creating local jobs. In the near future, this will be the highlight for investment capital in large-scale, environmentally friendly production.

With the system of craft villages - including Van Cu vermicelli village - being digitized, connecting tourism, promoting brands on e-commerce platforms; tourism services associated with community experiences: Tour to explore Lieu Coc Twin Towers - Dang Huy Tru Church - VietGAP Huong Xuan guava garden are being built into complete tourism products..., the average growth of the service industry at 8.5-9%/year is a feasible goal.

In the roadmap for synchronous development in all areas, Kim Tra is also focusing on investing in education and healthcare. Currently, Kim Tra has 11/14 schools meeting national standards, along with high evaluations of digital transformation in teaching and learning being implemented synchronously and in depth. On this basis, Kim Tra sets a goal of having 100% of schools meeting national standards by 2030. Regarding healthcare, the locality is focusing on upgrading ward health stations, ensuring that 100% of the population is monitored for health through electronic health records and striving to bring the rate of people participating in health insurance to 99.3% by 2030.

Although the innovation, development, and move towards a smart, modern urban area of Kim Tra is still in its first steps, with the cohesion of the entire political system, the promotion of digital transformation, and systematic investments in industry - services - high-tech agriculture, Kim Tra's transformation is only a matter of time.

“The road ahead is still long, and there are many challenges that Kim Tra must overcome to achieve its goals. However, if consensus is the foundation and the desire to rise is the driving force, Kim Tra will not only be a new ward but will strive to become a model of a smart, modern urban area at the northern gateway to Hue city,” Mr. Chau Viet Thanh, Secretary of the Kim Tra Ward Party Committee, hopes.
