In particular, the Son My 1 Industrial Park Project in Son My commune has a total registered investment capital of VND 2,300 billion and an area of ​​1,070 hectares . Although it started construction in 2022 and has 3 secondary projects approved for investment with registered capital of up to 5.4 billion USD, the project's infrastructure has not yet been constructed due to problems with land rent exemption procedures, granting land use right certificates and especially site clearance compensation.

At the time of reporting, the Son My 1 Industrial Park project had only cleared 86.79 hectares, with nearly 1,000 hectares remaining unfinished. In the 375-hectare priority area, some organizations did not receive compensation and filed lawsuits, which are currently being handled by the Court. On the other hand, many households have had compensation plans but the investor has not yet transferred funds to pay. The resettlement area has just completed economic and technical approval and is waiting for capital allocation for compensation.

At the meeting, the relevant units said that the biggest difficulty at present is the slow progress of site clearance and many legal disputes that have not been resolved, affecting the infrastructure implementation plan and the Son My I and II gas power projects associated with the Industrial Park. The Provincial People's Committee and departments and branches have requested relevant parties, especially the investor IPICO, to urgently transfer funds, coordinate to speed up compensation, and wait for the results of the Court's settlement to continue implementation.

For Son My 2 Industrial Park - Phase 1, the project was established in 2023, with a total registered capital of VND 1,717 billion and an area of ​​468.35 hectares. The project has an environmental impact assessment report. Currently, the investor is completing the feasibility study dossier according to the comments of the Department of Construction. Regarding land acquisition, the land records have been appraised, but there are still problems in selecting consultants to determine land prices and detailed implementation...

After listening to the report and comments at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai directed: For the Son My 1 Industrial Park project - phase 1, there are 78 households that have not yet received compensation for land acquisition and clearance. In October 2025, the Provincial Land Fund Development Center needs to resolve the compensation for land acquisition and clearance for 65 households in the Industrial Park that have approved the compensation and support plan. The remaining 10 households have not yet determined the origin of land use and assets attached to the land. Before November 15, the Land Fund Development Center must resolve the matter completely. The remaining 3 households do not have resettlement land, related to the land price list, which will be implemented later.

For the resettlement area with 7 households, the Land Fund Development Center commits to hand over the site to build the resettlement area by October 15, 2025 and continue to implement phase 2. For the Industrial Park Management Board, it is necessary to submit an early adjustment of the investment policy.

Regarding the Son My 2 Industrial Park project, it has only stopped at the planning and implementation of site clearance and inventory stages. Therefore, from now until November 2025, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai requested relevant units to complete the inventory procedures. At the same time, Son My commune needs to review, determine the budget, request the Department of Finance to grant, and complete in September 2025.

In October 2025, Son My commune must select a consulting unit and in November 2025 must develop specific land prices. The Provincial People's Committee leaders requested the Department of Agriculture and Environment and the Land Fund Development Center to support the commune in carrying out this task.

Along with that, the Vice Chairman of the Provincial People's Committee reminded units and localities that the site clearance stage is very important, so it is necessary to pay attention to appropriate inventory, strict procedures, and compliance with regulations...
