In recent days, natural disasters such as storms and floods have been occurring continuously, and after super typhoon YAGI, floods and rains have continued to cause severe damage in many localities in the province. With the close leadership and direction of the Provincial Party Committee; the drastic management of the Provincial People's Committee, the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue (PCTT and TKCN), together with the joint efforts and participation of the entire political system and the trust, solidarity and consensus of all classes of people, our province has firmly overcome storms and floods, especially without causing any human losses.
Lesson 1: Highly focused, resolute, and urgent response to storms and floods
Grasping the developments of the storm and flood situation, Party committees, authorities at all levels, sectors, organizations, etc. urgently directed and thoroughly implemented timely and serious response work according to the motto "four on-site", avoiding being passive or surprised. Response measures were implemented at the highest level to ensure the safety of lives, especially children, the elderly and vulnerable groups, and minimize damage to property of the People and the State.
Early direction, decisive response
As soon as storm No. 3 (international name Yagi) entered the East Sea and was forecasted to be a super storm with wind speed of level 15 - 16, moving at high speed towards Quang Ninh and Hai Phong provinces, the Standing Committee of Hung Yen Provincial Party Committee, the Provincial People's Committee, and the Chairman of the Provincial People's Committee issued many documents directing response to storm No. 3. Implementing the above direction, all levels, sectors, organizations as well as each person in the province have raised their vigilance to respond to the storm. The Standing Committee of the Provincial Party Committee and leaders of the Provincial People's Committee have regularly inspected storm prevention and control work in localities in the province.
When storm No. 3 swept through Hung Yen province, although the wind force had decreased to level 8, the wind and heavy rain damaged 3,678 houses, mainly roofs; thousands of trees were broken; hundreds of hectares of vegetables, rice, ornamental flowers, fruit trees were flooded, crushed and broken; school facilities, headquarters of agencies and businesses in many places were damaged...
The huge damage caused by storm No. 3 had not yet been overcome when the water level on the Red River and Luoc River rose again due to water flowing from upstream. From September 10 to 12, the Steering Committee for Disaster Prevention and Control and Search and Rescue continuously issued urgent dispatches from alert level I to alert level III on the Red River and from alert level I to alert level II on the Luoc River. The Provincial People's Committee issued many dispatches directing the strengthening of measures to respond to floods. The Standing Committee of the Provincial Party Committee chaired by Comrade Nguyen Huu Nghia, member of the Party Central Committee, Secretary of the Provincial Party Committee, held an urgent meeting on flood prevention and control and overcoming the consequences of storm No. 3 in the province. In the spirit of prevention and not being subjective, Secretary of the Provincial Party Committee Nguyen Huu Nghia emphasized: "It is necessary to consider natural disaster prevention and control as a key political task of the province; when natural disasters occur, the task of protecting people's lives and property is the number one priority."
This determination is not only demonstrated through words but also in concrete actions. During the days from September 10 to 13, the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the leaders of the Provincial People's Committee, members of the Provincial Steering Committee for Flood and Storm Prevention and Control regularly inspected the work of responding to floods and storms and mobilized the forces on duty at the dike guard posts, the forces to deal with incidents at the dikes, and the task of supporting the evacuation of people and property for the people. During the inspections, the provincial leaders promptly and closely directed the local authorities and functional forces in accordance with the actual situation. They always emphasized and required all levels, sectors, and functional forces to focus all their efforts on responding to floods early, from afar with a proactive, resolute spirit, and prevention at the highest level. At the same time, encourage and share with the people affected by storms and floods, especially people living and producing in areas outside the dike.
Straining against floods
From that drastic direction, sectors, organizations and localities have focused highly, proactively responded with specific measures to create consensus throughout the province, from the government to organizations and people. The PCTT and TKCN Command Committees at all levels have been activated, military forces, police and militia forces have quickly taken action, ready to protect people and property. In areas along the Red River and Luoc River, functional forces have been mobilized to strengthen guarding and patrolling continuously to ensure the safety of dikes. Thanks to that, although the water level of the Red River has reached alert level III and the Luoc River has reached alert level II, the entire dike system in the province has remained safe.
On the night of September 9, when the water level on the Red River and Luoc River was rising, specialized agencies assessed that the water level on the Red River and Luoc River in Hung Yen would reach level I alarm on September 10, 2024 and would continue to rise in the following days. Therefore, they promptly advised the Provincial People's Committee; the Provincial Steering Committee for Flood and Storm Prevention and Control to direct districts with the left dike lines of the Red River and Luoc River running through to direct and mobilize forces to patrol and guard the dikes and be ready to perform their duties. Then, continuous incidents such as water overflowing the Vong Phan culvert (Phu Cu); landslides of the dike slope, landslides of the Red River dike foot at some points in Van Giang and Kim Dong districts; landslides of the embankment in Thuy Duong village, Thuy Loi commune (Tien Lu); dike overflow on the Ban - Vu Xa river (My Hao town) ... were thoroughly handled by the functional forces.
By the evening of September 10, when the water level on the Red River rose to alert level 2, the Luoc River was approaching alert level 2, plans to evacuate people and property for the people were deployed by local authorities and functional forces.
According to the report of the Provincial People's Committee, our province has mobilized the entire political system, organizations and people to participate in the work of preventing, fighting, responding, rescuing, and overcoming the consequences caused by storms and floods. In particular, the Provincial Police mobilized over 2,000 officers and soldiers along with hundreds of cars, motorbikes, etc. to directly participate in the work of preventing floods and storms, coordinating with functional forces to ensure security and order in the province. The Provincial Military Command mobilized over 1,000 officers and soldiers of the regular force and over 5,000 militia and self-defense forces to participate; mobilized 31 special vehicles of various types along with 33 boats and equipment such as life jackets, life rafts, hoes and shovels, etc. to carry out the task of responding to storm No. 3 and floods. Along with that, propaganda work was carried out so that all levels, sectors and people of all classes were not negligent or subjective; at the same time, they were united and actively coordinated with functional forces to move assets promptly and safely. Agencies and units in the provincial military have plans to carry out the task of supplying food to people in flooded areas; deploying regular troops along with militia and self-defense forces to set up checkpoints at vulnerable dyke locations that are at risk of being unsafe. During the days when the water level of the Red River and Luoc River rose, local authorities in conjunction with functional forces evacuated 6,368 people/1,926 households living on the riverbank out of the unsafe area.
