On June 3, in Singapore, the 20th Shangri-La Dialogue (also known as the Asia Regional Security Summit), organized by the International Institute for Strategic Studies (IISS), concluded its first working day. The Vietnamese Ministry of National Defense delegation led by Senior Lieutenant General Hoang Xuan Chien, member of the Party Central Committee and Deputy Minister of National Defense , attended the opening ceremony and activities within the framework of the 20th Shangri-La Dialogue.
Taking place from June 2 to 4, the 20th Shangri-La Dialogue has 7 plenary sessions and 6 special sessions, where defense leaders and experts will give speeches and discuss emerging security issues in the Asia- Pacific region.
Vietnam's participation in the Shangri-La Dialogue aims to continue affirming Vietnam's active, proactive and highly responsible role in international and regional issues, demonstrating Vietnam's goodwill to promote friendship, cooperation and experience sharing with partners in addressing common security challenges.

Within the framework of the 20th Shangri-La Dialogue, Senior Lieutenant General Hoang Xuan Chien met with Senior Lieutenant General Li Shangfu, Minister of National Defense of China. At the meeting, Senior Lieutenant General Hoang Xuan Chien and Senior Lieutenant General Li Shangfu affirmed that the bilateral defense cooperation relationship has been promoted by leaders at all levels in recent times, becoming increasingly substantive, and is one of the important pillars in the friendly neighborly relationship and comprehensive strategic cooperative partnership between Vietnam and China; the two sides are ready to coordinate and implement defense cooperation activities in 2023 at an appropriate time.
Senior Lieutenant General Ly Thuong Phuc emphasized that the two countries' defense cooperation continues to be implemented according to the common perception agreed upon by the two countries' senior leaders, especially after the official visit to China by General Secretary Nguyen Phu Trong.
Senior Lieutenant General Hoang Xuan Chien suggested that the two sides proactively coordinate to implement cooperation in the following areas: delegation exchange, border and sea management and protection, early organization of the 8th Vietnam-China Border Defense Friendship Exchange, defense strategy dialogue and other cooperation activities.
