HIF 2025 is a multi-dimensional dialogue forum to find the most effective solutions for people's health care to meet development requirements in the new era.
Participating in the forum, experts and scientists focused on discussing breakthrough solutions to promote the development of science, technology, and innovation in priority areas of the health sector; enhance the application of artificial intelligence (AI); accelerate digital transformation in the field of public health care. The forum focused on 3 sessions: From vision to implementation - identifying core elements to realize Resolution 57-NQ/TW and breakthroughs in public health care; Research and Development in Vietnam in the AI era - creating a breakthrough research ecosystem; Realizing the vision of public health care - building a sustainable, equitable, and effective health system.

The burden of disease and disparities in access to health care across regions not only reduce the quality of life, but also place a burden on the health system and the state budget. Therefore, the urgent issue now is that Vietnam needs to create a modern, effective, equitable and sustainable medical-pharmaceutical ecosystem.
In the context that Vietnam is resolutely implementing Resolution 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation along with national goals, aiming to become a developed, high-income country by 2045, the health sector is one of the important pillars to improve the quality of life, ensure social security and promote sustainable economic growth.
This is a golden time, when innovation and digital transformation are identified as core driving forces, putting people at the center and people's health as the foundation of the nation. Therefore, the HIF 2025 forum identifies institutions as competitive capacity, removing institutional bottlenecks, creating breakthroughs in promoting innovative solutions to realize the national vision in the new era.
Notably, the two topics: Research and development, creating breakthroughs in healthcare; towards a fair and sustainable healthcare system are two topics closely linked to Vietnam's policy orientation, especially Resolution 57-NQ/TW, promoting innovation and digital transformation; Artificial intelligence is identified as a tool, a key breakthrough, closely linked to policy orientation, helping to accelerate the implementation of advanced healthcare solutions, bringing Vietnam forward quickly on the journey to realizing the 2045 vision.

According to Mr. Truong Gia Binh, Head of the Private Economic Development Research Department, Chairman of the Board of Directors of FPT Corporation, 20 years ago Vietnam did not have software technology, but now our country ranks second in the world in software exports. Therefore, it is completely possible to succeed in the medical field, especially in developing new drugs on the basis of artificial intelligence.
Speaking at the forum, Deputy Prime Minister Le Thanh Long said that there needs to be a breakthrough in science and technology development, innovation and comprehensive digital transformation in the healthcare sector to serve people's healthcare in the new era.
The Deputy Prime Minister said that in the coming time, it is necessary to strongly and comprehensively promote digital transformation in healthcare, ensuring efficiency and savings in the context of limited resources. On the other hand, effectively deploy electronic health books, electronic medical records, electronic prescriptions, and interconnect data in the fields of healthcare and health insurance. On the other hand, strengthen research and development of scientific and technological applications, especially artificial intelligence, blockchain, big data, and the Internet of Things in providing healthcare services.

Promote scientific research, improve the capacity of research centers, high-tech testing, laboratories and scientific research facilities. Prioritize research in the fields of biotechnology, monitoring and early warning of epidemics, pharmaceuticals and medical equipment.
The Deputy Prime Minister also requested relevant units to strongly promote the domestic pharmaceutical industry, improve self-sufficiency in drugs, vaccines, biological products, pharmaceutical ingredients and medical equipment; focus on research and production of new drugs, invented drugs, high-tech drugs, medicinal materials, vaccines and biological products.
Deputy Prime Minister Le Thanh Long also requested that ministries and relevant agencies strengthen public-private cooperation, joint ventures and associations to ensure efficiency and transparency; create favorable conditions for the private sector to invest in providing high-quality medical services, scientific research, production of drugs, vaccines and medical equipment; encourage the development of private hospitals, large-scale research centers with specialized technical skills, medical facilities in remote, border and island areas, facilities for caring for the elderly, people with disabilities and children, etc.
In addition, the Deputy Prime Minister requested relevant ministries and sectors to promote international integration, strengthen cooperation with countries with advanced science, technology and healthcare in the world; at the same time, prioritize academic exchanges, joint training of high-quality medical and digital healthcare human resources; scientific research and transfer of new and modern technologies.
