Minister Bui Thanh Son affirmed that with the new position and strength and the country's requirements in the new context, cultural diplomacy must be placed on par with political diplomacy and economic diplomacy.
On the afternoon of July 9, at the headquarters of the Ministry of Foreign Affairs, Foreign Minister Bui Thanh Son chaired the Conference on implementing cultural diplomacy work in 2024 to serve the country's socio -economic development in both direct and online forms.
The conference was attended by Deputy Foreign Minister Ha Kim Ngoc, Head of the Steering Committee for Cultural Diplomacy, 94 Ambassadors/Heads of Vietnamese Representative Agencies Abroad and leaders of functional units of the Ministry of Foreign Affairs.
In his opening remarks, Foreign Minister Bui Thanh Son stated that the world is facing a turning point, moving towards a new multipolar, multi-center, multi-level situation. In which, geostrategic competition is fiercer, hotspots are more complex, traditional and non-traditional security challenges are clearer. In that context, countries promote cultural diplomacy as an effective tool in reducing disagreements, enhancing understanding, building trust, and promoting cooperation.
Minister Bui Thanh Son affirmed that with the new position and strength along with the country's demands in the new context, more than ever, cultural diplomacy must be truly placed on par with political diplomacy and economic diplomacy, contributing to the successful implementation of foreign policy, serving the goal of rapid and sustainable socio-economic development of the country, while enhancing the country's position and prestige.
The Minister emphasized the five main goals of cultural diplomacy, including: promoting trust building, enhancing the image and soft power of the country; proactively and extensively integrating in cultural fields at regional and international organizations and forums; promoting and honoring cultural values, the beauty of the country, the thoughts and noble qualities of the Vietnamese people; campaigning for UNESCO titles, contributing to turning culture into a true "endogenous strength," contributing to the sustainable development of the country; absorbing the quintessence of human culture, contributing to the building of a national value system, a cultural value system, a family value system and standards of Vietnamese people.
Moderating the discussion, Deputy Foreign Minister Ha Kim Ngoc suggested that the Conference focus on discussing two main contents: more closely linking Cultural Diplomacy with Political Diplomacy, Economic Diplomacy and Overseas Vietnamese affairs; innovation and creativity in promoting cultural values, the image of the country and Vietnamese people, aiming for breakthroughs and changes in thinking in Cultural Diplomacy.
At the Conference, Vietnamese Ambassadors to the United States, Japan, China, France, India, Russia, Belgium, Algeria, Australia, Italy, South Africa, Brazil, the Vietnamese Delegation to the European Union, UNESCO... and units of the Ministry of Foreign Affairs had lively and substantive discussions, sharing many profound and passionate opinions and proposals, in which the most typical ones were on the implementation method, the need to have a focus, a comprehensive and long-term strategy, key cultural products, exploiting cultural similarities, appropriateness for each locality and target audience... At the same time, it is necessary to know how to attach cultural stories to increase attractiveness. In addition, it is necessary to clarify the image of Vietnamese agencies abroad, build a virtual space. In terms of resources, there needs to be appropriate investment, a mechanism to attract socialized resources; at the same time, continue to focus on training and fostering so that each cadre and citizen is a cultural ambassador.
Delegates also agreed that cultural diplomacy needs to be continuously innovative, creative, and flexible in implementation, while at the same time increasing the application of science and technology to enrich the content and form of cultural diplomacy activities.
In his concluding remarks, Minister Bui Thanh Son highly appreciated the units for their achievements, and emphasized that cultural diplomacy is an important component of comprehensive and modern Vietnamese diplomacy, in which political diplomacy is the main force, economic diplomacy is the breakthrough, cultural diplomacy is the spiritual foundation that creates the identity of Vietnamese diplomacy; the motto "Cultural diplomacy takes localities, people, and businesses as the center" and cultural diplomacy is a regular, continuous process, a task of the entire political system.
Minister Bui Thanh Son oriented the tasks in the coming time with 9 contents such as creating strong changes in advisory work, policy proposals; promoting and deepening relations in all aspects between Vietnam and countries, territories, regional and international organizations; strongly promoting the image of the country, culture and people of Vietnam to the world; international integration, enhancing position, raising the level of multilateral diplomacy, taking on the role well; selectively absorbing the quintessence of humanity; applying digital technology...
The Minister also requested preparations for the National Conference to review 3 years of implementing the Cultural Diplomacy Strategy to 2030.
