Change the management mindset and service approach.

The reorganization of local government into a two-tiered model is not just a change in organization, but a comprehensive shift in management thinking and service delivery. Previously, intermediate stages, especially at the district level, prolonged the processing time for some procedures, wasting time and costs for both the government and the people. With the new model, communes and wards are assigned more direct and clearer tasks, linked to specific responsibilities, thereby shortening processes, increasing processing speed, and enhancing transparency in handling administrative procedures .

Furthermore, shifting from a "management" mindset to a "service" mindset is an urgent requirement in the current context. Recognizing that one of the decisive factors in the success of administrative reform is the quality of the staff and civil servants at the grassroots level, the province has organized numerous training courses and workshops on professional skills and soft skills for commune and ward officials, especially those directly working at commune-level public administrative service centers.

The commune has addressed these by rotating officials to positions that are suitable for the work, ensuring that tasks are carried out effectively. Each official strives to work with a high sense of responsibility, following the motto of completing tasks rather than working until the end of the workday, ensuring that people do not have to wait and that no work is left undone."
