This is not only a project serving the travel needs of the people but also a driving force to promote socio -economic development, increase trade of goods in the area. Currently, the contractor is focusing on completing items such as: bridge deck, bridge railing and lighting system... Our goal is to complete the project about 5 months ahead of schedule, while ensuring effective disbursement of public investment capital".
Accelerating the disbursement of public investment capital is one of the top priorities of the Party Committee and the government of Vu Quang district in recent times. According to the leader of the Finance and Planning Department of Vu Quang district, from the beginning of the year, the district has clearly identified resolving difficulties and obstacles in site clearance as well as simplifying investment procedures for projects as key tasks. Thanks to this close and drastic direction, up to now, the disbursement rate of capital in the district has reached more than 82%.
At this time, workers and engineers at the border security protection road project, combining the protection and development of Vu Mon waterfall and regional development, Huong Khe district (phase 1) are urgently paving the road surface with asphalt concrete. The project is invested by the People's Committee of Huong Khe district with the goal of meeting the traffic needs in the region, protecting border security, effectively exploiting the potential and advantages of forests and forestry land combined with developing tourism in Vu Mon waterfall.

The unit strives to pave 5km of asphalt concrete before June 30, 2025.

The unit has proactively mobilized machinery and human resources to construct from 5am and work through noon to ensure the project progress, contributing to the disbursement of public investment capital as directed."
The 2B Inpatient Treatment Project of the Ky Anh District Medical Center project started construction in November 2024. Up to now, 24.57/46 billion VND of the allocated capital has been disbursed, reaching 53% and the project is expected to be completed in November 2025. The project is being constructed by a consortium of Thinh Tien Consulting and Construction Co., Ltd. and Mien Trung Investment, Construction and Trading Co., Ltd. At this time, contractors are focusing on maximum human and material resources to implement construction items such as: roof beam formwork, finishing plastering of the 1st floor, building walls of the 2nd and 3rd floors, etc.
Mr. Pham Tien Trung - Director of Thinh Tien Consulting and Construction Company Limited shared: “Up to now, the project has completed nearly 70% of the construction volume. We aim to complete the entire project by October 2025, ahead of schedule. To achieve this progress, the contractor is mobilizing more than 60 workers, organizing 2 continuous shifts to ensure both the progress and quality of the project”.
This is one of the projects invested by the Provincial Management Board of Civil and Industrial Construction Investment Projects that is currently being focused on. According to the Board's leaders, in order to urge the disbursement progress of public investment capital allocated for 2025, from the beginning of the year, the unit has built a progress critical path and disbursement plan for each project to proactively propose transferring projects that cannot be fully disbursed, supplementing capital for projects lacking capital as well as striving to fully disburse the assigned plan. In particular, focusing on urging contractors to speed up construction progress, prepare payment documents when there is volume to create financial resources, increase the disbursement rate.
Public investment is identified as the driving force for growth, therefore, accelerating the disbursement of public investment capital is an important political task, of strategic significance, contributing to promoting economic growth. In the context that the Government, ministries, branches and localities are focusing highly on the task of disbursing public investment capital in 2025, Ha Tinh has also been resolute in directing, operating, implementing solutions, determined to disburse 100% of public investment capital, achieving the target of over 8% in 2025. As a result, in the first months of the year, Ha Tinh is a locality in the group with a disbursement rate higher than the national average.
According to information from the Department of Finance, as of June 20, the total capital plan for 2025 has been allocated in detail to tasks and projects, reaching more than VND 7,915 billion, equal to 174% of the plan assigned by the Prime Minister. The total disbursement value of the public investment capital plan managed by localities as of June 20 reached more than VND 3,492 billion, equal to 76.6% of the plan assigned by the Prime Minister and 44.1% of the plan implemented by localities, belonging to the group of localities with high disbursement rates nationwide (the disbursement rate nationwide in the first 6 months is estimated at 32.06%).
The positive results in the disbursement of public investment capital in the first half of 2025 are quite positive, which is the foundation for accelerating the second half of the year. However, through review, there are still difficulties and obstacles affecting the progress of projects, especially compensation and site clearance.
With favorable weather, contractors are speeding up construction to speed up progress and ensure capital disbursement plans.
To implement the 2025 development investment plan to ensure the goal of meeting the schedule, improving the quality and efficiency of investment capital use, all levels and sectors need to continue to synchronously implement solutions, from planning, planning, capital mobilization to investment preparation, implementation, acceptance, putting into use, payment and settlement.

At the same time, urgently complete the reception, handover and continue to implement projects after operating the 2-level local government model, ensuring no interruption in the implementation and disbursement of works and projects.
