Focus on eliminating temporary and dilapidated houses, disbursing public investment capital

According to the report on the work of eliminating temporary and dilapidated houses, by June 19, 38/63 localities nationwide had completed the target of eliminating temporary and dilapidated houses for the subjects, reaching 49.2%. It is expected that by the end of June this year, 8 more localities nationwide will complete the task; in July, 3 localities registered to complete the task; in August, 14 more localities will complete the task, striving to complete the elimination of temporary and dilapidated houses nationwide by August 25.

Specifically, up to now, the whole country has supported the construction of 262,843/277,420 houses for people with revolutionary contributions; poor households, near-poor households and other subjects, reaching 94.7%, of which 224,853 houses were inaugurated, the rest are under construction.

Bac Giang province has a total of 2,294/2,296 households that have started construction since August 2024, reaching 99.9%. The total number of households that have completed house construction is 2,176/2,296 households, reaching 94.7%. The province plans to complete the program to eliminate temporary and dilapidated houses in June this year.

Regarding the implementation of important national projects and works, key to the transport sector, as of June this year, the whole country is implementing the construction of 2,688 km of expressways. The Ministry of Construction manages 14 projects; localities are assigned as the managing agencies of 11 projects.

Reporting on the public investment situation, as of June 20, ministries, central and local agencies have allocated and assigned detailed public investment plans for 2025 for the list of tasks and projects of VND 818.6 trillion, reaching 99.1% of the plan assigned by the Prime Minister .

As of June 30, it is estimated that the disbursement of public investment capital plan reached about VND264.8 trillion, reaching 32.06% of the total capital; 8 ministries, central agencies and 37 localities had disbursement rates above the national average; 58 ministries, central agencies and localities had disbursement rates below the national average. In Bac Giang province, by mid-June this year, more than VND3,080 billion had been disbursed, reaching more than 38% of the detailed capital plan.

Discussing at the conference, many opinions stated that currently, although some localities have tried to provide funds to eliminate temporary and dilapidated houses, they are still facing difficulties. Many provinces still have a large number of houses that have not yet started construction, such as Phu Tho, Ha Giang, Dak Lak... The process of site clearance for some key projects has encountered obstacles, affecting the construction progress. There is a shortage of construction materials at many projects.

Opinions stated: Due to the work of arranging administrative units at the commune level, some projects had to be temporarily suspended to determine the scale of investment or stop investment. Some other projects had to adjust investment procedures, which somewhat affected the disbursement progress...

Concluding the conference, comrade Pham Minh Chinh acknowledged and commended ministries, branches, localities, police and military forces for actively participating in the program to eliminate temporary and dilapidated houses.

Accordingly, the Prime Minister requested ministries, sectors, localities and the entire political system to be determined to complete the set goals, focusing on eliminating temporary and dilapidated houses before August 31 this year; in which housing support for relatives of martyrs and people with revolutionary contributions must be completed before July 27.

Timely grasp and immediately resolve difficulties and problems during the implementation process at the local level; mobilize all resources with the spirit of everyone helping each other, those with merit helping merit, those with wealth helping wealth, those with much helping much, those with little helping little.

The Ministry of Home Affairs, ministries, branches and localities submit to competent authorities for commendation of organizations and individuals with many achievements in disbursing public investment capital, implementing key projects and works and eliminating temporary and dilapidated houses.

To promote the disbursement of public investment capital, the Prime Minister requested ministers, heads of sectors, secretaries, and chairmen of provincial People's Committees to uphold their sense of responsibility, promote the role of leaders in leading, directing and organizing implementation, "only discuss doing, not backtracking".

At the same time, regularly review, urge, promptly detect and remove difficulties and problems arising in each project, especially key projects; personalize responsibilities to each individual, consider disbursement results as one of the important bases for assessing the level of completion of annual tasks of organizations and individuals.

Ministries, central and local agencies strictly implement the Government's resolutions, directives, telegrams of the Prime Minister and guiding documents of Government leaders on urging the allocation and disbursement of public investment capital in 2025, determined to disburse 100% of the plan assigned by the Prime Minister.

Urgently review and evaluate the disbursement status of each project; classify projects according to disbursement level, thereby building a specific disbursement schedule for each month and quarter and having appropriate solutions to promote disbursement to achieve the set target.

Assign specific leaders of ministries, agencies, and localities to be in charge of and monitor the disbursement of each project and project group in conjunction with the evaluation of work results. Regularly review and promptly adjust capital from slow-disbursing projects, projects with no disbursement capacity, to projects with good disbursement capacity and in need of additional capital.

He requested that the site clearance for key national projects be carried out resolutely. Localities need to promptly complete documents and procedures to adjust or unify plans, ensuring that there are no bottlenecks in disbursement.

Enhance discipline, strengthen inspection and supervision; strictly handle investors, project management boards, and contractors who intentionally cause difficulties, obstruct, or delay capital allocation and disbursement progress; review and promptly handle weak and negative cadres who fail to complete assigned tasks.

The Ministry of Construction, the Ministry of Agriculture and Environment and the People's Committees of provinces and cities focus on removing difficulties and obstacles, ensuring the supply of common construction materials for projects. Maintain the operation of 7 working groups of the Prime Minister and 26 working groups of Government members to inspect, urge, remove difficulties and obstacles, promote disbursement of public investment capital...
