BAC GIANG - On the afternoon of June 22, the Central Steering Committee for National Target Programs held a conference to review the National Target Program on New Rural Construction, the National Target Program on Sustainable Poverty Reduction and the movement "The whole country joins hands to build new rural areas", the movement "For the poor - No one is left behind" for the period 2021 - 2025.

The conference was held in person and online to connecting points in provinces and centrally run cities.

Chairing the conference at the Government headquarters were Politburo members: Pham Minh Chinh, Prime Minister, Chairman of the Central Emulation and Reward Council; Do Van Chien, Chairman of the Central Committee of the Vietnam Fatherland Front, Vice Chairman of the Central Emulation and Reward Council; Party Central Committee members: Le Minh Hoan, Vice Chairman of the National Assembly; Tran Hong Ha, Deputy Prime Minister; Mai Van Chinh, Deputy Prime Minister; and representatives of leaders of a number of central ministries, departments and branches.

Comrade Nguyen Viet Oanh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired at the Bac Giang provincial bridge. The summary report of the two national target programs at the evaluation conference for the 2021-2025 period affirmed that the new rural construction and sustainable poverty reduction programs continue to be affirmed as major, correct, consistent and popular policies, contributing to realizing the major orientations of the Party, National Assembly and Government.

The implementation process has gradually innovated the thinking of rural development and poverty reduction in a multidimensional, comprehensive manner, linking production, life, environment and society. The programs have contributed to improving living conditions and quality of life for rural people, especially ethnic minorities, the poor and disadvantaged groups.

Rural infrastructure has been significantly improved; livelihoods have been gradually consolidated; basic social services such as healthcare, education, clean water, and information have been expanded. The poverty rate has decreased rapidly; the economic structure has shifted positively; political security and social order have been ensured, contributing to narrowing regional gaps and promoting sustainable development.

The new rural construction program has basically completed all the goals assigned by the National Assembly and the Government. Nationwide, 79.3% of communes have met the new rural standards; 42.2% of communes have met the advanced new rural standards; 12.2% of communes have met the model new rural standards; 51% of district-level units have met the standards/completed the task of building new rural areas...

Regarding the National Target Program on Sustainable Poverty Reduction, in the 2021-2025 period, the whole country has invested in building more than 2,500 new essential works, including transport, irrigation, education, health, clean water, cultural, electricity works... At the same time, maintaining and repairing more than 2,200 existing works.

Infrastructure investment focuses on communes and districts with fragmented terrain conditions, often affected by natural disasters, helping to connect regions, serve production and people's livelihoods, improve people's quality of life and contribute to changing the face of particularly disadvantaged communes. The country has implemented more than 10,500 livelihood support projects with the participation of more than 205,000 poor, near-poor and newly escaped poverty households. The poverty rate according to multidimensional poverty standards by the end of 2024 will be 1.93%, (an average decrease of 1.03%/year).

Regarding the orientation in the period of 2026-2035, the whole country continues to implement the construction of modern, comprehensive and sustainable new rural areas, adapting to climate change; synchronously developing socio-economic infrastructure to meet the requirements of integration and green and circular development.

Promote rural economy towards applying science, technology, digital transformation and innovation; improve income, quality of life and access to essential services of rural people, gradually approaching urban living standards.

Building green, clean, beautiful, safe countryside with strong cultural identity; ensuring social security, multidimensional poverty reduction, inclusiveness and sustainability; maintaining national defense, security, social order and safety; forming a civilized, humane, cohesive and happy rural community.

By 2030, the average income per capita in rural areas will increase at least 2.5 times compared to 2020 (about 105 million VND/person/year); there will be no more poor households according to the multidimensional poverty standard for the period 2022-2025; the average multidimensional poverty rate will be reduced by 1 to 1.5%/year; at least 80% of communes will meet new rural standards, of which at least 35% will be advanced new rural communes; and at least 10% of communes will be modern new rural communes.

About 60% of advanced new rural communes meet 70% of the criteria for modern new rural communes; 6 to 8 provinces and centrally run cities are recognized as having completed the goal of building new rural areas; 2 to 3 provinces and centrally run cities are recognized as having completed the goal of building modern new rural areas.

The discussions at the conference focused on analyzing, evaluating and highlighting the experiences and achievements, while clarifying the advantages, difficulties, and identifying the causes of existing problems and limitations. Thereby, proposing solutions to overcome them and directions and tasks for implementing national target programs in the period of 2026-2030.

In Bac Giang province, in the period of 2021-2025, the national target programs were seriously and actively implemented by the Party Committee and the entire political system. Many effective policies and mechanisms were issued, mobilizing large resources from the people, receiving the people's support and response, positively affecting people's lives and the appearance of the countryside.

Up to now, 6/10 district-level units have met the standards/completed the task of building new rural areas; 119/143 communes have met the new rural standards (83.2%); 53/119 communes have met the advanced new rural standards (44.5%); 13/119 communes have met the model new rural standards (10.9%). By the end of May 2025, Bac Giang has 419 OCOP products with 3 stars or more, an increase of 264 products compared to 2021. By the end of 2024, the poverty rate in the whole province will decrease to 1.73%...

In his concluding remarks at the conference, comrade Pham Minh Chinh emphasized that the National Target Program on New Rural Development, the National Target Program on Sustainable Poverty Reduction, the movement “The whole country joins hands to build new rural areas”, the movement “For the poor - No one is left behind” in the period of 2021 - 2025 are closely linked and complement each other. Up to now, the results achieved have proven that this is a major, correct and popular policy; economic life, culture - society, health, infrastructure, etc. have all changed significantly.

The Prime Minister suggested that in the coming time, Party committees, authorities, the Vietnam Fatherland Front, organizations and farmers need to persistently and firmly implement the goal of building ecological agriculture, modern countryside, and civilized farmers; promote the completion of institutions to serve agricultural and rural development; promote the development of strategic infrastructure for agriculture, farmers and rural areas (transportation infrastructure, education, health, culture - sports, etc.); promote the development of human factors, specifically the development of farmers suitable for the stage, development and two-level local government model, suitable for institutions, market economy, international integration and private economic development; diversify agricultural products to meet market needs as well as supply chains, etc.

For farmers, the Prime Minister proposed implementing "3 pioneering": Pioneering poverty alleviation and competing to get rich from hands, minds, land, sky, and sea; pioneering building civilized farmers; pioneering green, sustainable production, digital transformation, and especially implementing the Digital Literacy Movement, building a digital economy, digital government, digital society, and digital citizens.

The Prime Minister requested that it is necessary to continue to thoroughly grasp, seriously, synchronously and effectively implement the leadership and direction of the Party Committee, the Central Committee, the Politburo, the Secretariat, and the General Secretary; focus on urgently building national target programs on new rural construction and sustainable poverty reduction for the 2026-2035 period in an integrated direction; mobilize the entire political system to participate with high determination, great efforts, drastic actions, and assign "6 clear" tasks: clear people, clear work, clear time, clear responsibility, clear products, and clear authority.

The Prime Minister said that in the current context, it is necessary to use State resources as "seed capital", leading and activating all social resources, calling for solidarity and cooperation from everyone and businesses, and promoting public-private cooperation.

All levels and sectors must continue to improve institutions, mechanisms and policies to liberate resources; train human resources; invest in infrastructure; implement social policies well, ensure social security, leave no one behind, and not sacrifice progress, fairness, social security and rural environment to pursue mere growth...

At the conference, the Ministry of Home Affairs announced the decisions of the President and the Prime Minister to reward 306 outstanding collectives and individuals in implementing national target programs and emulation movements.
