In the report, the My Thuan Project Management Board stated that due to the difference in road scale between Component Project 1A and other component projects of Ring Road 3 - Ho Chi Minh City, along with the difference in completion time (Component Project 1A started in 2022, completed in 2025, other component projects started in 2023, completed in 2026) and due to the division of investment scope, Component Project 1A cannot be exploited according to the scale of the expressway. Therefore, the exploitation plan of Component Project 1A, after consulting with the competent authorities, was proposed by the My Thuan Project Management Board to be divided into phases.
Specifically, phase 1, from when Component Project 1A is put into operation until component projects 1 and 3 are completed and put into operation; the expected exploitation period is from August 2025 to December 2026 with the scale of exploiting normal urban roads. Phase 2, from when component projects 1 and 3 are completed and put into operation; the expected exploitation period is from December 2026 with the scale of exploiting expressways.
Regarding the traffic organization plan, in phase 1, the exploitation plan only organizes exploitation from provincial road 25B to Ho Chi Minh City - Long Thanh - Dau Giay expressway as an urban road, only for motor vehicles (cars and 2-3 wheel motorbikes).
In which, on Dong Nai side, organize 1 car lane and 1 mixed traffic lane from provincial road 25B to Ly Tu Trong street, not allowed to cross Nhon Trach bridge. Level crossing at 3 existing level crossings (provincial roads 25B, 769 and Ly Tu Trong street). Organize traffic by a system of signs combined with traffic lights; ensure temporary traffic at 3 intersections with existing level crossings; arrange a temporary connecting road from the main route of Component Project 1A to the "side" road of the overpasses on provincial roads 25B, 769 and Ly Tu Trong street to restore traffic at the level crossings when the overpasses have not been completed.
On the Ho Chi Minh City side, organize cars to circulate from Nhon Trach bridge on the main route of component project 1, then turn around to branches A, D, E and connect to Ho Chi Minh City - Long Thanh - Dau Giay expressway (except for container trucks and trailers due to the turning radius not being guaranteed).
In phase 2, traffic will be organized on the entire expressway (motor vehicles will travel on the core part of the 4-lane expressway, mixed vehicles will travel on the parallel road). Nhon Trach bridge will operate mixed traffic (the cross-section will be organized with 2 motor vehicle lanes and 2 mixed vehicle lanes, with a median strip separating the motor vehicle lane and mixed vehicle lane).
According to the My Thuan Project Management Board, for Project Component 1A, the construction progress has reached more than 95% of the total contract value. The investor and contractor are striving to complete the entire project in June 2025.
